Le 23 juillet 2026, le Centre Cardinal Paul Zoungrana de Ouagadougou s\u2019est transform\u00e9 en v\u00e9ritable carrefour d\u2019id\u00e9es et d\u2019engagements. Pendant trois jours, chercheurs, d\u00e9cideurs, producteurs, ONG et institutions se sont retrouv\u00e9s autour d\u2019un th\u00e8me vital : territorialiser les syst\u00e8mes alimentaires burkinab\u00e8 par l\u2019approche bassin versant.<\/p>\n\n\n\n

Au c\u0153ur de cet \u00e9v\u00e9nement majeur organis\u00e9 par Sol Vert<\/strong>, une voix s'est particuli\u00e8rement fait entendre : celle de M. Hilaire ILBOUDO<\/strong>, repr\u00e9sentant du Global Water Partnership Afrique de l'Ouest (GWP-AO)<\/strong>.<\/p>\n\n\n\n

Une intervention qui a marqu\u00e9 les esprits<\/strong><\/p>\n\n\n\n

Avec passion et clart\u00e9, Hilaire ILBOUDO a rappel\u00e9 \u00e0 l\u2019auditoire une v\u00e9rit\u00e9 trop souvent n\u00e9glig\u00e9e : \u00ab Il ne peut y avoir de s\u00e9curit\u00e9 alimentaire sans s\u00e9curit\u00e9 hydrique. \u00bb<\/em><\/p>\n\n\n\n

Son intervention a captiv\u00e9 les participants en d\u00e9montrant que l'eau, loin d'\u00eatre une simple ressource, est le principal facteur de production<\/strong>. Et pour la prot\u00e9ger, nous devons raisonner \u00e0 l'\u00e9chelle naturelle qu'elle a toujours d\u00e9finie : le bassin versant<\/strong>.<\/p>\n\n\n\n

Le bassin versant, territoire naturel de la r\u00e9silience<\/strong><\/p>\n\n\n\n

\u00c0 travers des exemples concrets, il a expliqu\u00e9 comment la d\u00e9gradation des t\u00eates de bassin entra\u00eene des s\u00e9cheresses plus intenses, des inondations plus destructrices et, in\u00e9vitablement, une crise alimentaire.<\/p>\n\n\n\n

Son message \u00e9tait clair : pour mettre en place des syst\u00e8mes alimentaires durables, l\u2019eau doit \u00eatre plac\u00e9e au c\u0153ur des politiques locales, tout en renfor\u00e7ant le r\u00f4le des collectivit\u00e9s territoriales. Ces derni\u00e8res disposent de leviers puissants \u2014 am\u00e9nagement du territoire, gestion des sols, restauration des terres, mobilisation des communaut\u00e9s \u2014 mais doivent d\u00e9passer les fronti\u00e8res administratives pour adopter une gouvernance territoriale fond\u00e9e sur les bassins versants<\/strong>.<\/p>\n\n\n\n

Le GWP-AO n\u2019est pas rest\u00e9 au stade th\u00e9orique. Hilaire ILBOUDO a montr\u00e9 comment l\u2019organisation aide d\u00e9j\u00e0 les pays de la r\u00e9gion \u00e0 mettre en \u0153uvre la gestion int\u00e9gr\u00e9e des ressources en eau (GIRE)<\/strong>, \u00e0 mobiliser des financements pour le climat et \u00e0 pr\u00e9parer des projets bancables destin\u00e9s au Fonds vert pour le climat<\/strong> ou au Fonds d\u2019adaptation<\/strong>.<\/p>\n\n\n\n

En d\u2019autres termes, le GWP-AO fait du bassin versant un espace de coop\u00e9ration, d\u2019investissement et de d\u00e9veloppement territorial.<\/p>\n\n\n\n

Des recommandations fortes<\/strong><\/p>\n\n\n\n

Pour conclure, cinq recommandations ont \u00e9t\u00e9 formul\u00e9es :<\/p>\n\n\n\n

  • Institutionnaliser la planification du syst\u00e8me alimentaire \u00e0 l'\u00e9chelle des bassins versants.<\/li>\n\n\n\n
  • Renforcer les capacit\u00e9s techniques et financi\u00e8res des collectivit\u00e9s territoriales.<\/li>\n\n\n\n
  • Mettre en place des m\u00e9canismes de financement innovants (paiements pour services environnementaux, fonds verts territoriaux).<\/li>\n\n\n\n
  • Consolider la gouvernance multi-acteurs.<\/li>\n\n\n\n
  • Prot\u00e9ger les t\u00eates de bassin comme investissement prioritaire.<\/li>\n<\/ul>\n\n\n\n

    Une vision inspirante<\/strong><\/p>\n\n\n\n

    La participation du GWP-AO a donn\u00e9 une dimension r\u00e9gionale et strat\u00e9gique au forum. Elle a rappel\u00e9 que la souverainet\u00e9 alimentaire ne se joue pas seulement dans les champs ou les march\u00e9s, mais aussi dans la mani\u00e8re dont nous prot\u00e9geons et g\u00e9rons l\u2019eau, ce bien commun vital.<\/p>\n\n\n\n

    Ce forum de Sol Vert a ainsi montr\u00e9 que l\u2019avenir des syst\u00e8mes alimentaires burkinab\u00e8 d\u00e9pendra de notre capacit\u00e9 \u00e0 penser et agir \u00e0 l\u2019\u00e9chelle des bassins versants, l\u00e0 o\u00f9 l\u2019eau dessine naturellement les territoires de demain.<\/p>\n\n\n\n
