Des parties prenantes des secteurs de l'eau, de l'alimentation, de l'\u00e9nergie et de l'environnement du Ghana se sont r\u00e9unies \u00e0 Accra les 5 et 6 octobre pour deux ateliers nationaux de validation. Ces ateliers s'inscrivaient dans le Programme continental d'investissement dans l'eau en Afrique (AIP) de l'Union africaine. Leur objectif \u00e9tait de rapprocher le Ghana d'investissements dans l'eau bancables et appropri\u00e9s au niveau national.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les ateliers se sont tenus dans le cadre de l'appui \u00e0 la pr\u00e9paration (Readiness) multi-pays AIP de l'UA, financ\u00e9 par le Fonds vert pour le climat (FVC). Le programme est mis en \u0153uvre par GWP Afrique australe et l'Unit\u00e9 de coordination du GWP pour l'Afrique. Les ateliers \u00e9taient organis\u00e9s par la Commission des ressources en eau (WRC). Le minist\u00e8re des Finances y participait en tant qu'Autorit\u00e9 nationale d\u00e9sign\u00e9e (AND), de m\u00eame que le Partenariat national de l'eau du Ghana. Le Ghana fait partie des 15 pays de la premi\u00e8re phase de l'initiative de pr\u00e9paration, qui vise \u00e0 renforcer les capacit\u00e9s nationales pour planifier des investissements hydriques r\u00e9silients au climat et \u00e9laborer des projets favorisant une action climatique efficace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Validation du Programme d'investissement dans l'eau du Ghana<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le premier atelier a examin\u00e9 le Programme d'investissement dans l'eau (PIE) du Ghana, compos\u00e9 de trois documents :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>un Plan d'investissement<\/li>\n\n\n\n<li>une Strat\u00e9gie de financement<\/li>\n\n\n\n<li>une Feuille de route de mise en \u0153uvre<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Des repr\u00e9sentants des minist\u00e8res et agences publiques, des partenaires au d\u00e9veloppement, du secteur priv\u00e9, de la soci\u00e9t\u00e9 civile, ainsi que du monde de la recherche et de l'universit\u00e9, ont examin\u00e9 chacun de ces documents.<\/p>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-c72a151a wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/10\/1791291214066-1024x768.jpg\" alt=\"\" class=\"uag-image-11634\" width=\"1024\" height=\"768\" title=\"1791291214066\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Les sessions ont port\u00e9 sur :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>une analyse de la situation de l'utilisation et du d\u00e9veloppement des ressources en eau, ainsi que du financement de l'eau<\/li>\n\n\n\n<li>les objectifs d'investissement du programme et les projets prioritaires<\/li>\n\n\n\n<li>les objectifs strat\u00e9giques et les actions de la Strat\u00e9gie de financement<\/li>\n\n\n\n<li>la feuille de route de mise en \u0153uvre, incluant l'architecture de financement, les voies \u00e0 suivre et la gouvernance<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les \u00e9changes ont eu lieu en pl\u00e9ni\u00e8re, en groupes de travail et lors d'un carrousel interactif de stations th\u00e9matiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Principaux r\u00e9sultats :<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">Les parties prenantes ont approuv\u00e9 avec amendements le Plan d'investissement, la Strat\u00e9gie de financement et la Feuille de route comme constituant le WIP du Ghana.<\/li>\n\n\n\n<li>Projets prioritaires et objectifs strat\u00e9giques de financement convenus.<\/li>\n\n\n\n<li class=\"translation-block\">Principales questions soulev\u00e9es sur le financement et la gouvernance : instruments, r\u00f4les institutionnels, participation du secteur priv\u00e9.<\/li>\n\n\n\n<li>Prochaines \u00e9tapes : finalisation des documents par les consultants avant transmission \u00e0 la WRC qui sera en lien avec le Minist\u00e8re des Finances jouant le r\u00f4le d\u2019AND.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Validation de deux notes conceptuelles sur l'eau<\/strong><\/p>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-d71b0b24 wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/10\/1791291212617-1024x768.jpg\" alt=\"\" class=\"uag-image-11638\" width=\"1024\" height=\"768\" title=\"1791291212617\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Le second atelier s'est concentr\u00e9 sur deux notes conceptuelles con\u00e7ues pour attirer des financements de projets. Elles r\u00e9pondent aux priorit\u00e9s du Ghana au titre de la Politique nationale sur le changement climatique, des Contributions d\u00e9termin\u00e9es au niveau national et du Plan national d'adaptation.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"translation-block\">La note conceptuelle I aborde le probl\u00e8me climatique par la science citoyenne et les savoirs autochtones.<\/li>\n\n\n\n<li class=\"translation-block\">La note conceptuelle II traite des besoins int\u00e9gr\u00e9s en eau et en \u00e9nergie renouvelable.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Pour chaque note, les participants ont examin\u00e9 la justification et les objectifs. Ils ont ensuite test\u00e9 la th\u00e9orie du changement, les cibles, le financement et les arrangements institutionnels, et identifi\u00e9 les lacunes de donn\u00e9es avant de passer \u00e0 la validation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Principaux r\u00e9sultats :<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Les deux notes conceptuelles ont \u00e9t\u00e9 valid\u00e9es sous r\u00e9serve de prise en compte des amendements, jug\u00e9es pertinentes et align\u00e9es sur les priorit\u00e9s nationales.<\/li>\n\n\n\n<li>Consensus obtenu sur la port\u00e9e, les interventions et les r\u00e9sultats attendus.<\/li>\n\n\n\n<li>Lacunes identifi\u00e9es n\u00e9cessitant des analyses compl\u00e9mentaires.<\/li>\n\n\n\n<li>Voie propos\u00e9e vers le FVC et les partenaires : le recours \u00e0 une Entit\u00e9 accr\u00e9dit\u00e9e dans un d\u00e9lai qui n\u2019a pas \u00e9t\u00e9 d\u00e9fini.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Perspectives<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le PIE et les notes conceptuelles \u00e9tant valid\u00e9s, l'attention se porte d\u00e9sormais sur la finalisation des documents, l'obtention de l'approbation du gouvernement et la mobilisation des partenaires financiers.
