Participants include the NDA Technical Committee, Ministry of Water, meteorological services, and representatives from all major water\u2011related ministries. The programme aims to produce a <strong>draft national roadmap for the Water Investment Programme<\/strong>, strengthen understanding of <strong>AU Guidelines on CRWIP<\/strong>, and enhance technical capacity for <strong>GCF project preparation<\/strong>, climate rationale development, gender and social inclusion (GEDSI), and environmental and social safeguards (ESS).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/gcf-sl_wip-1.jpg\" height=\"346\" width=\"640\"><\/p>\n<h2><strong>Deputy Minister Calls for Stronger Collaboration and Country Leadership<\/strong><\/h2>\n<p>Speaking at the launch, <strong>Hon. Francis Alpha Kallon<\/strong>, Deputy Minister of Water and Sanitation, emphasized the government\u2019s commitment to water security and climate resilience:<\/p>\n<p><em>\u201cThis workshop represents an important milestone in Sierra Leone\u2019s drive to secure sustainable water investments. Climate change is already affecting our communities, and building a resilient water sector is a national priority. We welcome the support of GWP, the African Union and partners, but we also reaffirm that Sierra Leone must lead this process with strong coordination, ownership, and collaboration across all sectors.\u201d<\/em><\/p>\n<p>He underscored government efforts to align national water and climate strategies with international financing opportunities, noting that the outcomes of this workshop will directly contribute to Sierra Leone\u2019s long\u2011term development agenda.<\/p>\n<h2><strong><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/gcf_sl_wip2-1.jpg\" height=\"535\" width=\"640\"><\/strong><\/h2>\n<h2><strong>GWP reaffirms commitment to supporting Sierra Leone\u2019s climate ambitions<\/strong><\/h2>\n<p>Representing the Global Water Partnership, <strong>Sidi Coulibaly, Communication and Knowledge Management Officer for GWP West Africa<\/strong>, highlighted the importance of the workshop for accelerating climate\u2011resilient investments:<\/p>\n<p><em>\u201cThis programme demonstrates Sierra Leone\u2019s strong commitment to building a climate\u2011resilient water sector and closing the water investment gap. Through the AU\u2013GCF Readiness Support and the Africa Water Investment Programme, GWP is proud to accompany the country in developing a robust Water Investment Programme and enhancing national capacity to access climate finance.\u201d<\/em><\/p>\n<p>He added:<\/p>\n<p><em>\u201cOur collective work over the coming days\u2014strengthening climate rationale, mapping stakeholders, refining project ideas, and improving knowledge of GCF frameworks\u2014will set the foundation for transformative, country\u2011driven investments. GWP remains fully committed to supporting Sierra Leone in building an inclusive and sustainable water future.\u201d<\/em><\/p>\n<h1><strong><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/gcf_sl_wip3-1.jpg\" height=\"360\" width=\"640\"><\/strong><\/h1>\n<h1><strong>Background<\/strong><\/h1>\n<p>The workshop forms part of the <strong>African Union\u2013AIP Multi\u2011Country Green Climate Fund (GCF) Readiness Project<\/strong>, an initiative supporting 15 AU Member States to strengthen their capacity to develop <strong>Climate Resilient Water Investment Programmes (CRWIPs)<\/strong> and to access climate finance. The initiative is anchored in the <strong>Africa Water Investment Programme (AIP)<\/strong>, adopted by the AU Heads of State in 2021 to close Africa\u2019s growing water investment gap and accelerate progress toward water security, sustainable sanitation, and climate resilience.<\/p>\n<p>The initiative also complements broader continental mechanisms such as the <strong>AIP\u2013PIDA Water Investment Scorecard<\/strong>, which helps countries track progress and identify bottlenecks in water investment, and the <strong>Blue Africa Transboundary Water Management Action<\/strong>, supported by the European Union, which enhances institutional capacity for climate\u2011resilient water governance.
