Armand HOUANYE<\/b>, former Executive Secretary of GWP-WA, the manual is the result of a <b>two-year collaborative effort (2023\u20132025)<\/b> under the <b>UEMOA IWRM Action Program 2019\u20132030<\/b>. It compiles <b>33 best practices<\/b> documented across the eight UEMOA countries, covering:<\/p>\n<ul>\n<li><b>National and local practices<\/b>: 20 innovative initiatives in governance, management tools, and financing;<\/li>\n<li><b>Transboundary practices<\/b>: 7 experiences from basin organizations, illustrating regional cooperation.<\/li>\n<\/ul>\n<p>Available online, the manual is designed as a <b>reference tool<\/b> to accelerate IWRM implementation at all levels: local, national, and regional.<\/p>\n<p><b>Clear Objectives for the Region<\/b><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" style=\"float: left;\" alt=\"Manuel GIRE UEMOA\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/manuel_gire_uemoa_en-1.png\" height=\"344\" width=\"250\">According to <b>Ms. Hubertine ASSOGBA\/BATOM-ATIYODI<\/b>, representing the UEMOA Commission, the manual aims to:<\/p>\n<ul>\n<li><b>Capitalize and disseminate<\/b> successful practices to strengthen water security;<\/li>\n<li><b>Promote political will and stakeholder engagement<\/b>;<\/li>\n<li><b>Facilitate the establishment of management instruments and financing mechanisms<\/b>.<\/li>\n<\/ul>\n<p>She noted that some initiatives featured in the manual were showcased at the <b>10th World Water Forum in Bali (2024)<\/b>, highlighting their relevance and impact.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><b>Collective Commitment to IWRM<\/b><\/p>\n<p>Technical and financial partners, including <b>UNEP-DHI<\/b> and the <b>Royal Netherlands Embassy<\/b>, praised the manual\u2019s relevance and its role in consolidating achievements. <img loading=\"lazy\" decoding=\"async\" style=\"float: right;\" alt=\"Manuel GIRE UEMOA\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/manuel_gire_uemoa_fr-1.png\" height=\"346\" width=\"250\">They emphasized the importance of <b>national ownership<\/b> and using the manual to <b>mobilize financing<\/b>, particularly climate finance.<\/p>\n<p><b>A Lever for Cooperation and Resilience<\/b><\/p>\n<p>This manual is part of a regional dynamic aimed at <b>strengthening water governance<\/b>, improving <b>climate resilience<\/b>, and promoting <b>transboundary cooperation<\/b>.
