pr\u00e9coce aux inondations<\/strong>, en combinant des technologies innovantes (capteurs low\u2011cost, t\u00e9l\u00e9d\u00e9tection, apprentissage profond) et une forte mobilisation des acteurs locaux.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/ctcn_afcia_amli_resultatss-1.png\" height=\"300\" width=\"640\"><\/p>\n<h2>Processus de mise en \u0153uvre<\/h2>\n<p>Le projet s\u2019est d\u00e9ploy\u00e9 en plusieurs \u00e9tapes m\u00e9thodologiques :<\/p>\n<ul>\n<li><strong>Mobilisation et coordination<\/strong> : r\u00e9unions de d\u00e9marrage, cr\u00e9ation d\u2019un groupe de travail par l\u2019AEDD, implication des parties prenantes.<\/li>\n<li><strong>Collecte et analyse des donn\u00e9es<\/strong> : climat, hydrologie, topographie, occupation du sol et socio\u2011\u00e9conomie, compl\u00e9t\u00e9es par des donn\u00e9es historiques et des r\u00e9analyses.<\/li>\n<li><strong>Caract\u00e9risation des risques<\/strong> : analyses fr\u00e9quentielles, identification des sous\u2011bassins, cartographie des expositions (\u00e9coles, h\u00f4pitaux, routes, march\u00e9s, etc.).<\/li>\n<li><strong>Int\u00e9gration aux syst\u00e8mes existants<\/strong> : diagnostic du SAP national, interop\u00e9rabilit\u00e9 avec les mod\u00e8les hydrologiques (HBV, GR4J, HEC), d\u00e9finition des seuils de vigilance.<\/li>\n<li><strong>D\u00e9ploiement technologique<\/strong> : installation de stations hydrom\u00e9triques et capteurs GSM, d\u00e9veloppement de la plateforme <strong>SAPCI<\/strong> pour la pr\u00e9vision et l\u2019alerte.<\/li>\n<li><strong>Renforcement des capacit\u00e9s<\/strong> : formation de six cadres techniques \u00e0 l\u2019utilisation de la plateforme et aux mod\u00e8les hydrologiques.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/ctcn_mali_fina-1.jpg\" height=\"853\" width=\"640\"><\/p>\n<p>Ce qui a permis d\u2019atteindre les r\u00e9sultats suivants&nbsp;:<\/p>\n<ul>\n<li><strong>Infrastructure op\u00e9rationnelle<\/strong> : deux stations hydrom\u00e9triques install\u00e9es \u00e0 Koula, r\u00e9seau de capteurs fonctionnel.<\/li>\n<li><strong>Plateforme num\u00e9rique<\/strong> : SAPCI op\u00e9rationnelle, en cours d\u2019int\u00e9gration avec les syst\u00e8mes nationaux.<\/li>\n<li><strong>Cartographie valid\u00e9e<\/strong> : m\u00e9thodologie \u00e9tablie et cartes de risques produites pour la commune pilote de Koula.<\/li>\n<li><strong>Expertise renforc\u00e9e<\/strong> : \u00e9quipe nationale et r\u00e9gionale mobilis\u00e9e, diagnostic national des syst\u00e8mes de surveillance valid\u00e9.<\/li>\n<li><strong>Capacit\u00e9s locales accrues<\/strong> : formation de cadres techniques et appropriation par les acteurs locaux.<\/li>\n<\/ul>\n<p>Entre autres difficult\u00e9s rencontr\u00e9es, on peut citer&nbsp;:<\/p>\n<ul>\n<li>Acc\u00e8s limit\u00e9 \u00e0 certaines donn\u00e9es m\u00e9t\u00e9orologiques, n\u00e9cessitant le recours \u00e0 des sources alternatives (GloFAS, IFS).<\/li>\n<li>Retards ponctuels dans l\u2019acquisition des \u00e9quipements essentiels.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/ctcn_mali_final-1.jpg\" height=\"533\" width=\"640\"><\/p>\n<p>La mise en \u0153uvre du projet a permis de d\u00e9gager plusieurs enseignements majeurs :<\/p>\n<ol start=\"1\">\n<li><b>L\u2019appropriation locale et la coordination interinstitutionnelle<\/b> constituent les fondements indispensables pour assurer la p\u00e9rennit\u00e9 du syst\u00e8me.<\/li>\n<li><b>Le recours \u00e0 des technologies simples et accessibles<\/b> facilite leur utilisation et encourage la formation continue des acteurs.<\/li>\n<li><b>La maintenance r\u00e9guli\u00e8re et la garantie d\u2019un financement r\u00e9current<\/b> sont essentielles pour pr\u00e9server la durabilit\u00e9 des \u00e9quipements install\u00e9s.<\/li>\n<li><b>L\u2019interop\u00e9rabilit\u00e9 des syst\u00e8mes<\/b> appara\u00eet comme une condition cl\u00e9 pour int\u00e9grer efficacement les innovations au dispositif national du PGRCI.<\/li>\n<li><b>La cartographie dynamique<\/b> s\u2019impose comme un outil strat\u00e9gique permettant d\u2019anticiper les impacts et de guider les d\u00e9cisions en mati\u00e8re de gestion des risques.<\/li>\n<\/ol>\n<p>Au moment o\u00f9 le projet arrive \u00e0 son terme, plusieurs pistes d\u2019action se d\u00e9gagent :<\/p>\n<ul>\n<li>Finaliser le protocole de partage des donn\u00e9es entre Mali M\u00e9t\u00e9o et la DNH, afin d\u2019assurer la continuit\u00e9 et la fiabilit\u00e9 du syst\u00e8me d\u2019alerte.<\/li>\n<li>\u00c9tendre la m\u00e9thodologie et la plateforme vers d\u2019autres communes vuln\u00e9rables, pour \u00e9largir la couverture nationale et renforcer la r\u00e9silience des territoires expos\u00e9s.<\/li>\n<li>Institutionnaliser la formation continue et les exercices d\u2019alerte, garantissant le maintien des comp\u00e9tences des acteurs et une r\u00e9activit\u00e9 optimale en situation de crise.<\/li>\n<li>Mettre en place un dispositif de maintenance et de calibration r\u00e9guli\u00e8re des stations et capteurs, accompagn\u00e9 d\u2019un budget d\u00e9di\u00e9, afin de pr\u00e9server la durabilit\u00e9 des \u00e9quipements et la qualit\u00e9 des donn\u00e9es collect\u00e9es.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/ctcn_afcia_mali_lancement-plateforme6-1.jpg\" height=\"300\" width=\"640\"><\/p>\n<p>Pour conclure, le projet <strong>AFCIA Mali<\/strong> illustre comment l\u2019innovation technologique, alli\u00e9e \u00e0 une forte mobilisation institutionnelle et communautaire, peut transformer la gestion des risques climatiques en Afrique de l\u2019Ouest. En dotant <b>Koula<\/b> au Mali, d\u2019outils modernes de pr\u00e9vision et d\u2019alerte, il offre un mod\u00e8le reproductible pour d\u2019autres zones vuln\u00e9rables.
