Cela inclut un appui technique et programmatique, tirant parti des connaissances et de l\u2019expertise d\u00e9velopp\u00e9es \u00e0 travers le Programme de Gestion Int\u00e9gr\u00e9e de la s\u00e9cheresse de l\u2019OMM et du GWP, en collaboration avec 34 institutions partenaires et leurs programmes r\u00e9gionaux dont le Projet Gestion Int\u00e9gr\u00e9e de la S\u00e8cheresse en Afrique de l\u2019Ouest (PROGIS-AO).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/beninim-1.jpg\" height=\"301\" width=\"640\">Le GWP-AO en collaboration avec les partenariats nationaux de l\u2019eau, les points focaux nationaux d\u00e9sertification et les consultants charg\u00e9s de l\u2019\u00e9tude, a organis\u00e9 trois rencontres techniques de concertation sur les versions provisoires des plans nationaux s\u00e8cheresses.<\/p>\n<p>Chaque plan pr\u00e9cise le processus pour faire face \u00e0 la s\u00e9cheresse et les activit\u00e9s li\u00e9es \u00e0 la s\u00e9cheresse, telles que l\u2019alerte pr\u00e9coce et la pr\u00e9vision, la d\u00e9finition des niveaux de d\u00e9claration de d\u00e9clencheurs, des analyses d\u2019impact, des recommandations d\u2019intervention et les mesures d\u2019att\u00e9nuation. Il propose une structure nationale du gouvernement pour coordonner les informations, identifier les moyens de se pr\u00e9parer \u00e0 la s\u00e9cheresse, identifier les diff\u00e9rentes zones touch\u00e9es par la s\u00e9cheresse, identifier les risques li\u00e9s \u00e0 la s\u00e9cheresse, et communiquer l\u2019\u00e9tendue et l\u2019ampleur de ces conditions de s\u00e9cheresse. En cas d\u2019urgence de la s\u00e9cheresse, le plan permet d\u2019identifier les moyens d\u2019att\u00e9nuer les effets des s\u00e9cheresses.<\/p>\n<p>Ces rencontres se sont d\u00e9roul\u00e9es le 12 d\u00e9cembre au Burkina Faso, au Benin le 18 d\u00e9cembre et au Niger le 30 d\u00e9cembre avec les r\u00e9sultats ci-apr\u00e8s.<\/p>\n<ul>\n<li>Au <b>Burkina Faso<\/b>, les participants ont sugg\u00e9r\u00e9 au consultant national de prendre en compte les aspects de la s\u00e8cheresse touchant \u00e0 la gestion de l\u2019eau. Aussi l\u2019ancrage institutionnel propos\u00e9 devrait \u00eatre amend\u00e9 par le chef de d\u00e9partement du d\u00e9veloppement rural au Premier Minist\u00e8re.<\/li>\n<li>Au <b>B\u00e9nin<\/b>, trente-deux (32) personnes repr\u00e9sentant des structures scientifiques, techniques ou institutions de coop\u00e9ration actives dans les secteurs et domaines li\u00e9s \u00e0 la lutte contre la d\u00e9gradation des terres et la <img loading=\"lazy\" decoding=\"async\" style=\"float: right;\" alt=\"Benin_PNS\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/benin1-3-1.jpg\" height=\"225\" width=\"300\">s\u00e9cheresse ont pris part aux \u00e9changes. Les participants ont demand\u00e9 qu\u2019une attention particuli\u00e8re soit apport\u00e9e \u00e0 la cartographie des zones \u00e0 risques de s\u00e8cheresse, au cadre institutionnel et au m\u00e9canisme de financement des actions propos\u00e9es. A l\u2019issue de la rencontre, un groupe noyau d\u2019experts a \u00e9t\u00e9 constitu\u00e9 afin d\u2019accompagner le consultant national jusqu\u2019\u00e0 la finalisation du plan s\u00e8cheresse du B\u00e9nin.<\/li>\n<li>Au <b>Niger<\/b>, 24 participants compos\u00e9s&nbsp;des membres de la Plateforme de Gestion Int\u00e9gr\u00e9e de la S\u00e8cheresse au Niger (PGIS-Niger), des repr\u00e9sentants du Secr\u00e9tariat Permanent du Plan d\u2019Action National de la Gestion Int\u00e9gr\u00e9e des Ressources en Eau (SP-PANGIRE), des directions techniques des minist\u00e8res et institutions r\u00e9gionales en charge des questions li\u00e9es \u00e0 lutte contre la s\u00e9cheresse et la d\u00e9gradation des terres, ont examin\u00e9 le document. A l\u2019issue de la rencontre, il a \u00e9t\u00e9 demand\u00e9 principalement au consultant de d\u00e9finir <img loading=\"lazy\" decoding=\"async\" style=\"float: right;\" alt=\"Niger_PNS\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/04\/niger-4-1.jpg\" height=\"158\" width=\"300\">clairement un m\u00e9canisme de suivi \u00e9valuation et de financement du PNS-Niger.<\/li>\n<\/ul>\n<p>&nbsp;Ces rencontres techniques ont permis aux participants de se familiariser au contenu des plans nationaux s\u00e8cheresse en termes du contexte, d\u2019objectifs, d\u2019approche m\u00e9thodologique et des r\u00e9sultats atteints. Elles ont permis de pr\u00e9ciser davantage le r\u00f4le et l\u2019importance des acteurs dans la gestion des effets de la s\u00e8cheresse depuis la planification jusqu\u2019\u00e0 la mise en \u0153uvre et le suivi.&nbsp;&nbsp;<\/p>\n<p>L\u2019appui aux pays doit se poursuivre afin d\u2019avoir des documents de qualit\u00e9 prenant en compte entre autres la strat\u00e9gie de financement et de mise en \u0153uvre des plans, des liens avec les axes prioritaires des trois (3) \u00e9tats concern\u00e9s ainsi que les projets et programmes existants aux niveaux national et r\u00e9gional.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le Benin, le Burkina Faso et le Niger se sont engag\u00e9s \u00e0 \u00e9laborer un plan national s\u00e8cheresse dans le cadre de l\u2019initiative s\u00e8cheresse de la Convention des Nations unies sur la lutte contre la d\u00e9sertification (CNULCD).
