The series of workshops, held from <strong>4\u201313 February 2026<\/strong>, was organized by the <strong>Global Water Partnership Southern Africa (GWPSA)<\/strong> in collaboration with the <strong>National Designated Authority (NDA)<\/strong> and the <strong>Ministry of Water and Sanitation<\/strong>.<\/p>\n\n\n\n<p>The mission began on <strong>4 February<\/strong> with high-level courtesy meetings to discuss institutional arrangements for the implementation of climate-resilient water projects in the country.<br>This was followed by the <strong>Inception Workshop for the Sierra Leone Water Investment Programme<\/strong>, held from <strong>5\u20136 February 2026<\/strong>.<\/p>\n\n\n\n<p><strong>Developing Sierra Leone\u2019s Water Investment Programme<\/strong><\/p>\n\n\n\n<p>During the inception workshop, stakeholders reviewed the <strong>African Union Guidelines for CRWIP<\/strong> and initiated the development of a <strong>national roadmap<\/strong> for water investments. Participants conducted a comprehensive <strong>situation analysis<\/strong>, mapped relevant stakeholders, and identified a list of potential project ideas aimed at addressing water security challenges and building climate resilience.<br>Three priority project ideas were selected for further development into GCF concept notes.<\/p>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-33a0cd4f wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/02\/GCF_Readiness_SL3.jpg\" alt=\"\" class=\"uag-image-882\" width=\"750\" height=\"422\" title=\"GCF_Readiness_SL3\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<p><strong>Intensive Training on Climate Finance and GCF Programming<\/strong><\/p>\n\n\n\n<p>From <strong>9\u201313 February<\/strong>, more than 60 participants representing government ministries, agencies, academia, civil society, and the private sector took part in a structured training on <strong>climate finance<\/strong>, <strong>GCF processes<\/strong>, <strong>environmental and social safeguards (ESS)<\/strong>, <strong>gender equality and social inclusion (GESI)<\/strong>, and <strong>project preparation<\/strong>.<\/p>\n\n\n\n<p>The training strengthened the capacity of Sierra Leone\u2019s NDA, Focal Points, and Technical Working Group to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Understand GCF frameworks, modalities, and investment criteria<\/li>\n\n\n\n<li>Conduct readiness needs assessments<\/li>\n\n\n\n<li>Build robust climate rationales for water-related project proposals<\/li>\n\n\n\n<li>Integrate risk management, ESS, and GESI considerations into project design<\/li>\n\n\n\n<li>Develop financial structures and models for climate-resilient investments<\/li>\n\n\n\n<li>Prepare competitive project concept notes for GCF funding<\/li>\n<\/ul>\n\n\n\n<p>Participants also engaged in hands-on exercises using real project ideas, conducted group analyses, and utilized tools such as the <strong>World Bank Climate Portal<\/strong> to develop data-driven climate rationales.<\/p>\n\n\n\n<p><strong>Key Outcomes<\/strong><\/p>\n\n\n\n<p>By the end of the workshops:<\/p>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-e1c39675 wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/02\/GCF-Readiess_SL-1024x395.jpg\" alt=\"\" class=\"uag-image-880\" width=\"1180\" height=\"571\" title=\"GCF Readiess_SL\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stakeholders reached a <strong>common understanding of GCF programming processes<\/strong>.<\/li>\n\n\n\n<li>A <strong>draft roadmap<\/strong> for Sierra Leone\u2019s Water Investment Programme was initiated.<\/li>\n\n\n\n<li>A <strong>Readiness Needs Assessment<\/strong> was conducted for national climate finance institutions.<\/li>\n\n\n\n<li>One priority project concept was <strong>refined<\/strong>, ready for advanced development into a GCF Concept Note.<\/li>\n\n\n\n<li>Participants received certificates recognizing their enhanced capacity in climate finance and GCF project development.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-cb04c84a wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/afrique-ouest\/wp-content\/uploads\/sites\/17\/2026\/02\/GCF_Readiness_SL.jpg\" alt=\"\" class=\"uag-image-884\" width=\"960\" height=\"822\" title=\"GCF_Readiness_SL\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<p><strong>Commitment to Accelerating Water Investment in Sierra Leone<\/strong><\/p>\n\n\n\n<p>The workshops are part of the <strong>African Union\u2019s Continental Africa Water Investment Programme (AIP)<\/strong>, which aims to close Africa\u2019s water investment gap by 2030. Sierra Leone is one of 15 countries receiving support through the <strong>AIP Multi-Country GCF Readiness Project<\/strong>, funded by the Green Climate Fund.<\/p>\n\n\n\n<p>Officials from the NDA and Ministry of Water commended the initiative, reaffirming the government\u2019s commitment to strengthening water security and climate resilience for communities across Sierra Leone.<\/p>\n\n\n\n<p><strong>Next Steps<\/strong><\/p>\n\n\n\n<p>The Technical Working Group will continue refining Sierra Leone\u2019s national Water Investment Programme and advance the selected project concept note toward GCF submission.
