Danube Drought strategy<\/span><\/span><\/a> is a proposal of <\/span>a new framework<\/span> <\/span><\/span>for improved drought management<\/span><\/strong> in the Danube region.<\/span> This is the<\/strong><\/span> <\/span><\/span>final<\/span><\/span> <\/span><\/span>outcome<\/span><\/span> of the <\/span>DriDanube<\/span><\/span> <\/span><\/span>project<\/span><\/strong> <\/span><\/span>(Drought Risk in the Danube Region) funded by<\/span> <\/span><\/span>Danube Transnational Program <\/span>ERDF, IPA<\/span>.<\/span> <\/span><\/span>The main <\/span>goal<\/span> is to build the capacity of the Danube region to overcome common deficiencies in coping with drought, and thus help <\/span>switch from reactive to proactive drought management<\/span><\/strong> approach. <\/span>T<\/span>he key point of the strategy is to <\/span>identify the common steps that were used to launch the proactive drought management. <\/span>With this information, the involved stakeholders will have<\/span> clear guidance in decision-making processes and <\/span>can <\/span>impro<\/span>ve<\/span> drought emergency responses.<\/span> <\/span><\/p>\n

Optimal Drought Management Model<\/span> <\/span> <\/span><\/h3>\n<\/div>\n

Optimal Drought Management Model<\/span><\/span><\/a> (ODMM)<\/span>,<\/span> <\/span><\/span>as <\/span>an <\/span>essential <\/span>feature <\/span>provides a conceptual scheme to demonstrate how <\/span>involved<\/span> stakeholders can work together <\/span>during each stage of<\/span> drought, to <\/span>minimize<\/span> the <\/span>environmental damage <\/span>and <\/span>to <\/span>secure <\/span>vit<\/span>al water supply <\/span>on national scale<\/span>. <\/span>In other words, the model answers the question <\/span>of <\/strong><\/span>who is doing what and when<\/span><\/strong>.<\/span> <\/span><\/p>\n<\/div>\n

O<\/span>D<\/span>M<\/span>M is<\/span> a tool to strengthen institutional cooperation and support in the decision-making process. It<\/span>s flexibility allows it to<\/span> be<\/span> use<\/span>d<\/span> in any country, regardless of their current <\/span>organizational situation.<\/span><\/p>\n

The Level of Effectiveness<\/span> <\/span><\/h3>\n<\/div>\n

There are <\/span>many obstacles<\/span><\/strong> that need to be accounted for when developing such a large-scale project. <\/span>Take national characteristics like geographical and climatological aspects for examp<\/span>le. Policies, and social <\/span>arrangements also play important role. <\/span> <\/span><\/span>For<\/span> ODMM to work,<\/span> national dialog in each <\/strong><\/span>country needs to be established<\/span><\/strong> during which the specific details will be discussed. <\/span> <\/span><\/p>\n<\/div>\n

To strengthen the model’s operational capabilities<\/span>, <\/span>partners<\/span> came up with three proactive<\/span>–<\/span>focused activities:<\/span> <\/span><\/p>\n<\/div>\n
