El Consejo Consultivo de Cuenca es una instancia de participaci\u00f3n donde   se agrupan varios actores sociales que viven, producen y tienen en ella   responsabilidad institucional y pol\u00edtica y su fortalecimiento se enmarca en la l\u00ednea de acci\u00f3n 4 del Plan \u201cModernizaci\u00f3n del Estado, transparencia, rendici\u00f3n de cuentas y fortalecimiento
