{"id":2050,"date":"2020-08-28T00:00:00","date_gmt":"2020-08-27T23:00:00","guid":{"rendered":"https:\/\/gwpo-gwp.org\/eastern-africa\/news\/global-water-partnership-eastern-africa-signs-usd-2-million-grant-targeting-drought-resilience-in-the-horn-of-africa\/"},"modified":"2026-05-08T15:29:09","modified_gmt":"2026-05-08T14:29:09","slug":"global-water-partnership-eastern-africa-signs-usd-2-million-grant-targeting-drought-resilience-in-the-horn-of-africa","status":"publish","type":"post","link":"https:\/\/gwpo-gwp.org\/eastern-africa\/news\/global-water-partnership-eastern-africa-signs-usd-2-million-grant-targeting-drought-resilience-in-the-horn-of-africa\/","title":{"rendered":"Global Water Partnership Eastern Africa\u00a0 Signs USD $2 Million Grant Targeting Drought Resilience in the Horn of Africa"},"content":{"rendered":"\n<p>On 26 August 2020, a grant agreement worth $USD 2,118,960 was signed between the <a title=\"Sahara and Sahel Observatory\" href=\"http:\/\/www.oss-online.org\/en\">Sahara and Sahel Observatory<\/a> (OSS), <a title=\"Global Water Partnership Eastern Africa \" href=\"https:\/\/www.gwp.org\/en\/GWP-Eastern-Africa\/\">Global Water Partnership Eastern Africa <\/a>(GWPEA), and <a title=\"Global Water Partnership Southern Africa\" href=\"https:\/\/www.gwp.org\/en\/GWP-SouthernAfrica\/\">Global Water Partnership Southern Africa<\/a> (GWPSA).<\/p>\n<p>The Horn of Africa, where the <a title=\"IGAD\" href=\"https:\/\/igad.int\/\">IGAD<\/a> region is located,&nbsp; is home to one of the world\u2019s largest concentrations of pastoralists and is also one of the most vulnerable regions to climate-related risks, affecting a population of about 230 million people. The vulnerability of the region and its people to climate change is further exacerbated by the fact that a significant portion of the population derives its livelihood from and depends on rain-fed agriculture systems.<\/p>\n<p>The USD $2 million targets the promotion of investments in Early Warning Systems (EWS) and improves on the existing ones.&nbsp;The DRESS-EA project is composed of the following four phases:<\/p>\n<p><b>Component 1:<\/b> Promoting investments in Early Warning Systems (EWS)<\/p>\n<p><b>Component 2:<\/b> Strengthening capacities of key stakeholders at regional, national and&nbsp;local levels<\/p>\n<p><b>Component 3:<\/b> Supporting innovative drought adaptation actions<\/p>\n<p><b>Component 4:<\/b> Knowledge management and information sharing<\/p>\n<p>The DRESS-EA project builds on existing initiatives within the Eastern Africa region such as the <a title=\"Integrated Drought Management Programme\" href=\"https:\/\/www.droughtmanagement.info\/\">Integrated Drought Management Programme<\/a> (IDMP) and the <a title=\"Africa Water Investment Support Programme to Water Climate and Gender\" href=\"https:\/\/www.gwp.org\/en\/GWP-SouthernAfrica\/AIP\/Programme\/\">Africa Water Investment Support Programme to&nbsp; Water Climate and Gender<\/a> (AIP WACDEP-G) \u2013 which both focus on enhancing drought resilience within the region.<\/p>\n<p>Mr. George Sanga, GWPEA&#8217;s Interim Regional Coordinator, emphasised that the DRESS-EA project is a timely intervention targeting one of the world&#8217;s largest&nbsp; pastoralist populations in a region that is particularly vulnerable to climate-related risks.&nbsp;<\/p>\n<p>For implementation of the DRESS-EA, GWPEA and IGAD are collaborating with the governments of Djibouti, Kenya, Sudan, and Uganda through the following national executing agencies:<\/p>\n<ul>\n<li>Djibouti: Ministry of Agriculture Water Fisheries and Livestock\/Directorate of Rural Hydraulics<\/li>\n<li>Kenya: Ministry of Environment and Forestry\/Directorate of Climate Change<\/li>\n<li>Sudan: Ministry of Irrigation and Water Resources<\/li>\n<li>Uganda: Ministry of Water and Environment\/Directorate of Water Resources Management&nbsp;&nbsp;<\/li>\n<\/ul>\n<p>Speaking on behalf of the Global Water Partnership, Mr. Peter Repinski, the interim Executive Secretary, noted that the virtual signing ceremony indicated that neither of the participants had left a carbon footprint. He also acknowledged the efforts of Djibouti, Kenya, Sudan, and Uganda on their efforts in &#8220;combating climate change in a moment where the twin challenges of drought-related risks and
