The coast of Ghar El Melh, in the governorate of Bizerte, home to one of the country\u2019s most valuable wetlands, is facing a range of developmental pressures particularly due to climate vulnerability and climate change impacts, negatively affecting the local lagoon but also the livelihoods of the local farming community.<\/p>\n\n\n\n<p>A regional collaboration encompassing local, national and Mediterranean partners came together to provide a customized solution to the above challenges. ACCISI-GEM (Adapting to Climate Change Impacts through Smart Irrigation and WEFE Nexus Approach),&nbsp;an innovative project with a range of targeted interventions, produced significant results at the local and national level, improving the livelihoods of local farmers.<\/p>\n\n\n\n<p>ACCISI-GEM,&nbsp;was implemented from late 2023 to February 2025 by the Global Water Partnership \u2013 Mediterranean, under the leadership of the General Directorate of Rural Engineering and Water Exploitation (DG-GREE) within the Tunisian Ministry of Agriculture, Hydraulic Resources and Fisheries, in partnership with the National Institute of Agronomy of Tunisia (INAT) and in collaboration with the Regional Commissary for Agricultural Development CRDA Bizerte.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"ACCISI-GEM project: applying customised WEFE Nexus solutions in Tunisia (long version)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/YZQYg6FLxSQ?start=11&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>Financially supported by the&nbsp;<a href=\"https:\/\/foreign.gov.mt\/\">&nbsp;Office of the Deputy Prime Minister and Ministry for Foreign Affairs and Tourism Malta<\/a>&nbsp;with co-financing from the GEF UNEP\/MAP&nbsp;<a href=\"https:\/\/www.gwp.org\/en\/GWP-Mediterranean\/WE-ACT\/Programmes-per-theme\/Water-Food-Energy-Nexus\/the-medprogramme\/\" target=\"_blank\" rel=\"noreferrer noopener\">MedProgramme<\/a>, the project illustrates the potential of Mediterranean collaboration. Smart irrigation technology was deployed in specific plots in Ghar El Melh, following the Water-Energy-Food-Ecosystems (WEFE) Nexus approach. A real-time monitoring system for soil and crop conditions and water requirements was installed, providing farmers with precise, data-driven advice on when and how much water to apply to their crops. Renewable energy through solar panels was used for water pumping, further reducing the energy footprint. In the framework of the project, farmers received training on how to operate and maintain the equipment, to ensure sustainability under local capacities.<\/p>\n\n\n\n<p>The system was installed in 4 farms growing different crops. On average, farmers were able to increase the amount of agricultural production by 27%, using slightly less water (a 3% reduction).&nbsp;<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>SEE Nexus project &#8211; Strategy &amp; Components:&nbsp;<em>Pursuing Benefits for all<\/em><\/strong><\/h4>\n\n\n\n<p>At the national level, a multi-stakeholder Policy Dialogue was organised aiming to strengthen cooperation among government agencies, agricultural associations, technology providers, and relevant NGOs for the wider adoption of sustainable agricultural practices along the WEFE Nexus approach.&nbsp;The project developed a common vision and framework among key stakeholders for the wider adoption of sustainable agricultural practices using the WEFE Nexus approach in the country; formulated realistic policy recommendations and built a collaborative Action Plan to scale up smart irrigation technologies&nbsp;and renewable energy solutions; discussed financial incentives and opportunities for farmers along with public policies&nbsp;for replication in other regions in Tunisia, and strengthened the institutional support for the application of smart irrigation and the adoption of the WEFE Nexus approach in agriculture.<\/p>\n\n\n\n<p>The policy recommendations were developed through a desk-study analysis, semi-structured interviews with key stakeholders and a series of consultation workshops with a core team comprising representatives from key institutions such as the Regional Commissariat for Agricultural Development CRDA Bizerte, the Agricultural Investment Promotion Agency (APIA Bizerte), the National Institution of Agronomy of Tunisia (INAT), the Territorial Unit of extension services (CTV Ghar Elmelh), the Local Union of Agriculture and Fisheries (ULAP Ghar Elmelh), the Agricultural Extension and Training Agency (AVFA), IrWise startup, agricultural consultants, and ENDA TAMWEEL as financial organizations. <br><br>Key policy recommendations include: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The adoption of a national WEFE policy and the establishment of a formal WEFE Nexus monitoring committee to ensure the steering and effective implementation of the coordination and collaboration model.<\/strong><\/li>\n\n\n\n<li><strong>The creation of a dedicated national fund to support climate-resilient agricultural practices.<\/strong><\/li>\n\n\n\n<li><strong>Financial incentives for the acquisition of smart irrigation systems and solar energy solutions.<\/strong><\/li>\n\n\n\n<li><strong>Capacity-building initiatives for institutional actors to enhance their understanding and implementation of the WEFE Nexus approach.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>The ACCISI-GEM project built on the findings of the \u2018Conservation and Sustainable Development of Coastal Wetlands with High Ecological Value\u2019<a href=\"https:\/\/www.gwp.org\/en\/GWP-Mediterranean\/WE-ACT\/News-List-Page\/2021\/gemwet-an-ambitious-project-with-tangible-benefits\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;GEMWET project&nbsp;<\/a>(2020-2021), which aimed to assist economic, socio-cultural and ecological development in the Ghar El Melh.&nbsp;GEMWET successfully enhanced water, energy and food security in the Ghar El Melh wetland area in North Tunisia, protecting its valuable ecosystems and their functions from intense environmental pressures and enhancing community resilience to climate change, in line with the government\u2019s efforts towards sustainable development.<\/p>\n\n\n\n<div class=\"wp-block-uagb-image uagb-block-7ae539f9 wp-block-uagb-image--layout-default wp-block-uagb-image--effect-static wp-block-uagb-image--align-none\"><figure class=\"wp-block-uagb-image__figure\"><img decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/03\/Photo-2-1-1024x683.jpg\" alt=\"\" class=\"uag-image-1839\" width=\"1080\" height=\"720\" title=\"Photo 2\" loading=\"lazy\" role=\"img\" \/><\/figure><\/div>\n\n\n\n<p><\/p>\n\n\n\n<p>Building further on the successful application of WEFE Nexus solutions in Ghar El Melh through the GEMWET and ACCISI-GEM projects, GWP-Med is currently exploring options with institutional partners for replicating and upscaling the methodology and lessons learnt in other governorates in Tunisia. <\/p>\n\n\n\n<p><em>Adapting to Climate Change Impacts through Smart Irrigation in Ghar El Melh wetland area, Tunisia (\u0391CCISI GEM) Project&nbsp;was launched in late 2023, implemented in the Governorate of Bizerte, by the Global Water Partnership &#8211; Mediterranean under the leadership of the General Directorate of Rural Engineering and Water Exploitation (DG-GREE) within the Tunisian Ministry of Agriculture, Hydraulic Resources and Fisheries, in partnership with the National Institute of Agronomy of Tunisia and in collaboration with the Regional Commissary for Agricultural Development CRDA Bizerte. It is financially supported by the Office of the Deputy Prime Minister and Ministry for Foreign Affairs and Tourism, Malta&nbsp;and the GEF UNEP\/MAP&nbsp;<a href=\"https:\/\/www.gwp.org\/en\/GWP-Mediterranean\/WE-ACT\/Programmes-per-theme\/Water-Food-Energy-Nexus\/the-medprogramme\/\" target=\"_blank\" rel=\"noreferrer noopener\">MedProgramme<\/a>&nbsp;.<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\"><\/ul>\n\n\n\n<p>Le projet ACCISI-GEM a marqu\u00e9 un succ\u00e8s impressionnant pour la conservation des ressources naturelles et l&#8217;agriculture durable dans le nord de la Tunisie, qui souffre de stress hydrique, en aidant les agriculteurs \u00e0 augmenter leur production agricole de 27%, tout en r\u00e9duisant l&#8217;utilisation de l&#8217;eau d&#8217;irrigation de 3%.<\/p>\n\n\n\n<p>La Tunisie a souffert de graves s\u00e9cheresses ces derni\u00e8res ann\u00e9es. La c\u00f4te de Ghar El Melh, dans le gouvernorat de Bizerte, qui abrite l&#8217;une des zones humides les plus pr\u00e9cieuses du pays, est confront\u00e9e \u00e0 une s\u00e9rie de pressions li\u00e9es au d\u00e9veloppement, notamment en raison de la vuln\u00e9rabilit\u00e9 climatique et des effets du changement climatique, ce qui a des r\u00e9percussions n\u00e9gatives sur la lagune locale, mais aussi sur les moyens de subsistance de la communaut\u00e9 agricole locale.<\/p>\n\n\n\n<p>Une collaboration r\u00e9gionale englobant des partenaires locaux, nationaux et m\u00e9diterran\u00e9ens s&#8217;est mise en place pour fournir une solution personnalis\u00e9e aux d\u00e9fis susmentionn\u00e9s. ACCISI-GEM (Adapting to Climate Change Impacts through Smart Irrigation and WEFE Nexus Approach), un projet innovant comportant une s\u00e9rie d&#8217;interventions cibl\u00e9es, a produit des r\u00e9sultats significatifs aux niveaux local et national, am\u00e9liorant les moyens de subsistance des agriculteurs locaux.<\/p>\n\n\n\n<p>ACCISI-GEM, a \u00e9t\u00e9 mis en \u0153uvre de fin 2023 \u00e0 f\u00e9vrier 2025 par le Partenariat mondial pour l&#8217;eau &#8211; M\u00e9diterran\u00e9e, sous la direction de la Direction g\u00e9n\u00e9rale du g\u00e9nie rural et de l&#8217;exploitation de l&#8217;eau (DG-GREE) au sein du minist\u00e8re tunisien de l&#8217;Agriculture, des Ressources hydrauliques et de la P\u00eache, en partenariat avec l&#8217;Institut National Agronomique&nbsp;de Tunisie (INAT) et en collaboration avec le Commissariat r\u00e9gional au d\u00e9veloppement agricole CRDA Bizerte.Soutenu financi\u00e8rement par le bureau du vice-premier ministre et le minist\u00e8re des affaires \u00e9trang\u00e8res et du tourisme de Malte, avec un cofinancement du programme Med du FEM PNUE\/PAM, le projet illustre le potentiel de la collaboration m\u00e9diterran\u00e9enne. Une technologie d&#8217;irrigation intelligente a \u00e9t\u00e9 d\u00e9ploy\u00e9e sur des parcelles sp\u00e9cifiques \u00e0 Ghar El Melh, selon l&#8217;approche du Nexus eau-\u00e9nergie-alimentation-\u00e9cosyst\u00e8mes (WEFE). Un syst\u00e8me de surveillance en temps r\u00e9el de l&#8217;\u00e9tat des sols et des cultures et des besoins en eau a \u00e9t\u00e9 install\u00e9, fournissant aux agriculteurs des conseils pr\u00e9cis, fond\u00e9s sur des donn\u00e9es, sur le moment et la quantit\u00e9 d&#8217;eau \u00e0 appliquer \u00e0 leurs cultures. L&#8217;\u00e9nergie renouvelable produite par les panneaux solaires a \u00e9t\u00e9 utilis\u00e9e pour le pompage de l&#8217;eau, ce qui a permis de r\u00e9duire encore l&#8217;empreinte \u00e9nerg\u00e9tique. Dans le cadre du projet, les agriculteurs ont re\u00e7u une formation sur le fonctionnement et l&#8217;entretien de l&#8217;\u00e9quipement, afin d&#8217;assurer la durabilit\u00e9 dans le cadre des capacit\u00e9s locales.Le syst\u00e8me a \u00e9t\u00e9 install\u00e9 dans quatre exploitations agricoles pratiquant diff\u00e9rentes cultures. En moyenne, les agriculteurs ont pu augmenter leur production agricole de 27 %, en utilisant un peu moins d&#8217;eau (une r\u00e9duction de 3 %).<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Projet ACCISI-GEM (version fran\u00e7aise)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/VDWbgCLdz-0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Les principales recommandations politiques sont les suivantes :<br>&#8211; L&#8217;adoption d&#8217;une politique nationale du WEFE et la mise en place d&#8217;un comit\u00e9 officiel de suivi du WEFE Nexus pour assurer le pilotage et la mise en \u0153uvre efficace du mod\u00e8le de coordination et de collaboration.<br>&#8211;&nbsp;La cr\u00e9ation d&#8217;un fonds national d\u00e9di\u00e9 pour soutenir les pratiques agricoles r\u00e9silientes au climat.<br>&#8211;&nbsp;Des incitations financi\u00e8res pour l&#8217;acquisition de syst\u00e8mes d&#8217;irrigation intelligents et de solutions d&#8217;\u00e9nergie solaire.<br>&#8211;&nbsp;Des initiatives de renforcement des capacit\u00e9s pour les acteurs institutionnels afin d&#8217;am\u00e9liorer leur compr\u00e9hension et leur mise en \u0153uvre de l&#8217;approche Nexus du WEFE.<\/p>\n\n\n\n<p>Le projet ACCISI-GEM s&#8217;est appuy\u00e9 sur les conclusions du projet GEMWET \u00ab Conservation et d\u00e9veloppement durable des zones humides c\u00f4ti\u00e8res \u00e0 haute valeur \u00e9cologique \u00bb (2020-2021), qui visait \u00e0 soutenir le d\u00e9veloppement \u00e9conomique, socioculturel et \u00e9cologique dans le Ghar El Melh.GEMWET a r\u00e9ussi \u00e0 am\u00e9liorer la s\u00e9curit\u00e9 de l&#8217;eau, de l&#8217;\u00e9nergie et de l&#8217;alimentation dans la zone humide de Ghar El Melh, dans le nord de la Tunisie, en prot\u00e9geant ses pr\u00e9cieux \u00e9cosyst\u00e8mes et leurs fonctions contre les pressions environnementales intenses et en renfor\u00e7ant la r\u00e9silience de la communaut\u00e9 au changement climatique, conform\u00e9ment aux efforts d\u00e9ploy\u00e9s par le gouvernement en faveur du d\u00e9veloppement durable.<\/p>\n\n\n\n<p>S&#8217;appuyant sur l&#8217;application r\u00e9ussie des solutions WEFE Nexus \u00e0 Ghar El Melh \u00e0 travers les projets GEMWET et ACCISI-GEM, GWP-Med explore actuellement les options avec les partenaires institutionnels pour reproduire et \u00e9tendre la m\u00e9thodologie et les le\u00e7ons apprises dans d&#8217;autres gouvernorats en Tunisie.<\/p>\n\n\n\n<p><em>Adaptation aux impacts du changement climatique par l&#8217;irrigation intelligente dans la zone humide de Ghar El Melh, Tunisie (\u0391CCISI GEM) Le projet a \u00e9t\u00e9 lanc\u00e9 fin 2023, mis en \u0153uvre dans le gouvernorat de Bizerte, par le Partenariat mondial de l&#8217;eau &#8211; M\u00e9diterran\u00e9e sous la direction de la Direction g\u00e9n\u00e9rale du g\u00e9nie rural et de l&#8217;exploitation de l&#8217;eau (DG-GREE) au sein du minist\u00e8re tunisien de l&#8217;Agriculture, des Ressources Hydrauliques et de la P\u00eache, en partenariat avec l&#8217;Institut National d&#8217;Agronomie de Tunisie et en collaboration avec le Commissariat R\u00e9gional au D\u00e9veloppement Agricole CRDA Bizerte.
