{"id":3395,"date":"2022-01-13T00:00:00","date_gmt":"2022-01-13T00:00:00","guid":{"rendered":"https:\/\/gwpo-gwp.org\/mediterranean\/news\/capacity-building-trainings-for-the-aip-wacdep-g-multi-stakeholder-group-on-gender-equality-and-gender-transformative-planning-for-climate-resilient-water-investments-in-tunisia\/"},"modified":"2026-05-08T15:36:16","modified_gmt":"2026-05-08T14:36:16","slug":"capacity-building-trainings-for-the-aip-wacdep-g-multi-stakeholder-group-on-gender-equality-and-gender-transformative-planning-for-climate-resilient-water-investments-in-tunisia","status":"publish","type":"post","link":"https:\/\/gwpo-gwp.org\/mediterranean\/news\/capacity-building-trainings-for-the-aip-wacdep-g-multi-stakeholder-group-on-gender-equality-and-gender-transformative-planning-for-climate-resilient-water-investments-in-tunisia\/","title":{"rendered":"Capacity building trainings for the AIP WACDEP-G multi-stakeholder group on gender equality and gender transformative planning for climate- resilient water investments in Tunisia"},"content":{"rendered":"\n<p>The Continental&nbsp;African Water Investment Programme \u201dWater, Climate, Development, and Gender Investments\u201d&nbsp;(AIP WACDEP-G) is being implemented by Global Water Partnership Mediterranean (GWP-Med) in Tunisia under the aegis&nbsp; of the Tunisian Ministry of Agriculture, Water Resources and Fisheries. <b>The goal of the AIP-WACDEP-G is to ensure that the preparation, development, design, governance,&nbsp;and management of ongoing and new climate-resilient water infrastructure investments, institutions, and job creation interventions strategically advance gender equality. <\/b>The overall objective is to transform gender inequalities at scale by promoting gender-transformative planning, decision-making, and institutional development for climate-resilient water investments.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/45490e2e-6f8e-4301-ab36-053e4f7ff935_web-res-1.jpg\" height=\"600\" width=\"800\"><\/p>\n<p><b>Active and meaningful stakeholder engagement<\/b><\/p>\n<p>One of the pillars of AIP-WACDEP-G aims to develop the competencies of planners and policy makers on gender equality as well as to motivate them to strategically promote gender sensitive policies vis-\u00e0-vis the gender transformative approach through&nbsp;targeted and specialized trainings. Active and meaningful stakeholder engagement is fundamental for securing effective policy design and implementation as well as assessment of policies and actions. To this end, a<b> \u2018<\/b>Working Group\u2019 of representatives from key Tunisian ministries (Ministry of Agriculture, Water Resources and Fisheries, Ministry of Women, Family, Children and Seniors and Ministry of Environment) has been set-up. Specifically, the Working Group consists of officials who work in those Ministry departments that are involved in the planning and implementation of climate resilient and water secure investments in Tunisia and are responsible for the implementation of the AIP WACDEP-G activities on a national level. Through the trainings, the members of the Group deepen their knowledge and understanding of the gender transformative approach and can thus make better informed policies. Moreover, the trainings contribute to cross-sectoral and cross-ministerial coordination.&nbsp;<\/p>\n<p><b>The Workshops<\/b><\/p>\n<p>Following the organization of monthly online workshops in September and October 2021, two face-to-face trainings were conducted on 16,17 November and on 30, 1 of December 2021, the first on gender and water governance issues (also discussing integrity and transparency) and the second on water security, climate change and gender. The trainings brought together around 20 participants (70% of them women). <strong>The trainings aimed to (i) increase and consolidate knowledge, (ii) ensure a shared gender transformative vision for climate resilient water investment planning processes, (iii) encourage collaborative action to mobilize and implement structural changes, and (iv) help to sustain long-term commitment of the multi-stakeholders group.<\/strong> They also offered the space for interactive exchanges and reflections on technical issues relating to the AIP WACDEP-G programme.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/bdad0096-2188-422d-b42f-4810cc329371_web-res-1.jpg\" height=\"600\" width=\"800\"><\/p>\n<p>During the worskshop&#8217;s sessions, the multi-stakeholder group provided input and information to be used for the formulation of an in-depth institutional network mapping analysis, and the ongoing interventions and governance processes at local, regional, national, sub-national and basin level that can serve as entry points for implementing systemic level reforms. The&nbsp;multi-stakeholder group was divided into two groups to assess the attribution and role of national institutions that are in charge of water and climate change policies. Furthermore, a brainstorming session was dedicated to carry out a SWOT (strengths, weaknesses, opportunities and threats) analysis on gender inclusion in the water sector, revealing lack of coordination and information exchange between institutions in the water sector, which often leads to an overlap of responsibilities and duplication of efforts. A big gap also persists in the availability of sex-disaggregated data on water and climate change-related impacts, which could provide baseline information on how women and men are affected differently under such conditions. To bridge these, capacity building seminars on issues related to the connection between gender and climate change are needed, building on the existing institutional framework, arrangements and studies on water and climate change.<\/p>\n<p>Ms. Awatef Mabrouk, AIP WACDEP-G Senior Gender Advisor confirmed that \u201c<strong>Information is power and improving access to sex-disaggregated data requires accurate and updated information on water and climate change. At the same time policy-makers have to receive further training in order to acquire the necessary skills that will allow them to design and implement gender-sensitive policies on water and climate change.<\/strong>\u201d<\/p>\n<p>The multi-stakeholder group discussed gaps in policy design and the institutional mapping of actors and agencies involved in the access to and control of water-related assets and services.&nbsp; The water sector is fragmented across ministries, compromising thus the effective coordination for the design and implementation of water projects, plans and strategies (including the national water sector strategy) which also necessitates the involvement of a broader range of stakeholders in the process. Importantly, this process will facilitate the design and development of a gender-transformative vision for the implementation of Climate Resilient Water Investment Policies, along with the development of guidelines to reform and influence existing institutional and social barriers. Thus, the collected information will provide the entry points for identifying and implementing systemic level reforms through a gender transformative approach at country level.<\/p>\n<p>Throughout the implementation of AIP WACDEP-G, capacity building trainings will be provided to stakeholders, according to identified and assessed needs, in order to strengthen their capacity to ensure sustainable outcomes and guarantee that they all operate from a common knowledge base and provide consistent and accurate information.<\/p>\n<p>&nbsp;<\/p>\n<div>\n<p><em>The AIP WACDEP-G support program constitutes the continuity of the WACDEP program (2012-2019) which had Tunisia and the Northwestern Sahara Aquifer System among the beneficiary countries and basins. It builds on the findings of WACDEP, while placing emphasis on the gender dimension, aiming to ensure that the preparation, development, design, governance, and management of ongoing and new climate resilient water infrastructure investments, institutions, and job creation interventions strategically advance gender equality. The overall objective is to transform gender inequalities at scale by promoting gender-transformative planning, decision-making and institutional development for climate resilient water investments in Africa. AIP WACDEP-G is implemented under the aegis of the General Directorate of Water Resources, Ministry of Agriculture, Hydraulic Resources and Fisheries, Republic of Tunisia. The first three years of implementation (2020-2022) are supported financially by the Austrian Development Agency (ADA).<\/em><\/p>\n<p><span>&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;<\/span><\/p>\n<p><b>Renforcement des capacit\u00e9s des multi-parties prenantes de l&#8217;AIP WACDEP-G sur l&#8217;int\u00e9gration de la dimension genre dans les politiques de s\u00e9curit\u00e9 de l&#8217;eau et de changement climatique<\/b><\/p>\n<p><i>Gr\u00e2ce \u00e0 une approche participative et inclusive des multi-parties prenantes, le programme AIP WACDEP-G vise \u00e0 impliquer activement les responsables politiques et les d\u00e9cideurs du secteur public dans sa mise en \u0153uvre. Une formation cibl\u00e9e est un \u00e9l\u00e9ment essentiel pour garantir une appropriation et un engagement avis\u00e9s.<\/i><\/p>\n<p>Le programme d&#8217;Investissement dans l&#8217;Eau en Afrique : \u00c9galit\u00e9 des sexes dans la s\u00e9curit\u00e9 de l&#8217;eau et le d\u00e9veloppement r\u00e9silient au climat en Afrique (AIP WACDEP-G) est mis en \u0153uvre par le Partenariat mondial&nbsp;de l&#8217;eau en M\u00e9diterran\u00e9e (GWP-Med) sous la direction du Minist\u00e8re Tunisien de l&#8217;agriculture, des Ressources Hydrauliques et de la P\u00eache Maritime. Le but de l&#8217;AIP WACDEP-G est de garantir que la pr\u00e9paration, le d\u00e9veloppement, la conception, la gouvernance et la gestion des investissements en cours et nouveaux dans l&#8217;infrastructure de l&#8217;eau r\u00e9siliente au climat, les institutions et les interventions de cr\u00e9ation d&#8217;emplois font progresser strat\u00e9giquement l&#8217;\u00e9galit\u00e9 des sexes. L&#8217;objectif global est de transformer les in\u00e9galit\u00e9s entre les sexes \u00e0 grande \u00e9chelle en promouvant une planification, une prise de d\u00e9cision et un d\u00e9veloppement institutionnel transformateurs de genre pour des investissements dans l&#8217;eau r\u00e9silients au changement climatique en Afrique.<\/p>\n<p>L&#8217;un des piliers de l&#8217;AIP WACDEP-G en Tunisie vise \u00e0 renforcer les capacit\u00e9s, la compr\u00e9hension et la motivation des planificateurs et des d\u00e9cideurs en accompagnant et en renfor\u00e7ant les connaissances et les capacit\u00e9s des parties prenantes concern\u00e9es. L&#8217;un des principaux outils pour atteindre cet objectif est la mise en place de formations cibl\u00e9es et sp\u00e9cialis\u00e9es, en particulier pour le &#8220;groupe de travail&#8221; officiellement constitu\u00e9 de repr\u00e9sentants des principaux minist\u00e8res tunisiens (Minist\u00e8re de l&#8217;Agriculture, des Ressources Hydrauliques et de la P\u00eache Maritime, le Minist\u00e8re de la Famille, de la Femme, de l&#8217;Enfance et des Personnes \u00c2g\u00e9es et le Minist\u00e8re de l&#8217;environnement). Le groupe de travail est constitu\u00e9 de d\u00e9partements qui s&#8217;occupent de la planification et de la mise en \u0153uvre d&#8217;investissements dans le domaine de la r\u00e9silience climatique et de la s\u00e9curit\u00e9 de l&#8217;eau en Tunisie, et qui sont impliqu\u00e9s dans la mise en \u0153uvre de l&#8217;AIP WACDEP-G au niveau national. Par le biais de ces formations, le groupe de travail d\u00e9veloppe ses connaissances et sa compr\u00e9hension de l&#8217;approche transformatrice de genre, et sera habilit\u00e9 \u00e0 \u00e9laborer des politiques et \u00e0 prendre des d\u00e9cisions, tout en facilitant la coordination intersectorielle et interminist\u00e9rielle. L&#8217;engagement actif et significatif des parties prenantes est fondamental pour garantir l&#8217;efficacit\u00e9 de la conception des politiques, du cycle de mise en \u0153uvre et de l&#8217;\u00e9valuation des politiques et des actions.<\/p>\n<p>Apr\u00e8s l&#8217;organisation des ateliers mensuels en ligne en septembre et octobre 2021, deux formations en pr\u00e9sentiel ont \u00e9t\u00e9 r\u00e9alis\u00e9es en novembre-d\u00e9cembre 2021, la premi\u00e8re sur le genre et les questions de gouvernance de l&#8217;eau (discutant \u00e9galement l&#8217;int\u00e9grit\u00e9 et la transparence) et la seconde sur la s\u00e9curit\u00e9 de l&#8217;eau, le changement climatique et le genre. Les formations ont r\u00e9uni une vingtaine de participants (dont 70% sont des femmes) lors des ateliers interactifs en pr\u00e9sentiel, comprenant des pr\u00e9sentations cibl\u00e9es, des sessions de groupe de travail et des discussions pl\u00e9ni\u00e8res facilit\u00e9es.<\/p>\n<p>Ces deux formations de renforcement des capacit\u00e9s avaient pour but (i) d&#8217;accro\u00eetre et de renforcer les connaissances, (ii) d&#8217;assurer une vision commune transformatrice de genre pour les processus de planification d&#8217;investissement dans l&#8217;eau r\u00e9siliente au climat, (iii) d&#8217;encourager l&#8217;action collaborative pour mobiliser et mettre en \u0153uvre les changements structurels, et (iv) d&#8217;aider \u00e0 soutenir l&#8217;engagement \u00e0 long terme du groupe multi-parties prenantes.<\/p>\n<p>En plus de la partie formation, les deux ateliers ont \u00e9galement offert un espace d&#8217;\u00e9change et de r\u00e9flexion sur des enjeux techniques li\u00e9s au programme AIPWACDEP-G. Plus sp\u00e9cifiquement, les discussions en pl\u00e9ni\u00e8re et en groupes ont contribu\u00e9 \u00e0 l&#8217;\u00e9laboration d&#8217;une analyse approfondie de la cartographie du r\u00e9seau institutionnel, et \u00e0 la cartographie des interventions en cours et des processus de gouvernance au niveau local, r\u00e9gional, national, sub-national et du bassin qui peuvent servir comme \u00e9l\u00e9ments d&#8217;entr\u00e9e pour la mise en \u0153uvre de r\u00e9formes syst\u00e9miques. Le groupe de travail a \u00e9t\u00e9 divis\u00e9 en deux groupes selon leur affiliation pour \u00e9valuer l&#8217;attribution et le r\u00f4le des institutions nationales qui sont en charge des politiques de l&#8217;eau et du changement climatique. En outre, une session de brainstorming a \u00e9t\u00e9 consacr\u00e9e \u00e0 la conduite de l&#8217;analyse SWOT (forces, faiblesses, opportunit\u00e9s et menaces) sur l\u2019inclusion du genre dans le secteur de l&#8217;eau, r\u00e9v\u00e9lant un manque de coordination et d&#8217;\u00e9change d&#8217;information entre les institutions travaillant dans le secteur de l&#8217;eau, ce qui conduit g\u00e9n\u00e9ralement \u00e0 un chevauchement entre les missions. Un \u00e9cart important persiste dans la disponibilit\u00e9 de donn\u00e9es ventil\u00e9es par sexe sur les impacts li\u00e9s \u00e0 l&#8217;eau et au changement climatique, qui fourniraient des informations de base sur la mani\u00e8re dont les femmes et les hommes sont affect\u00e9s diff\u00e9remment dans de telles conditions. Pour combler le foss\u00e9 actuel, il est primordial de renforcer les comp\u00e9tences en mati\u00e8re de genre et de changement climatique et en s&#8217;appuyant sur le cadre institutionnel les \u00e9tudes existantes sur l&#8217;eau et le changement climatique.<\/p>\n<p>Comme le soulignait Mme Awatef Mabrouk, Conseill\u00e8re Senior en Genre du projet AIP WACDEP-G, &#8220;l&#8217;information est le pouvoir et une am\u00e9lioration plus efficace de l&#8217;acc\u00e8s aux donn\u00e9es ventil\u00e9es par sexe n\u00e9cessite des informations pr\u00e9cises et actualis\u00e9es sur l&#8217;eau et le changement climatique. En m\u00eame temps, il reste un d\u00e9fi majeur \u00e0 relever pour former les d\u00e9cideurs politiques en termes d&#8217;expertise dans la conception et la mise en \u0153uvre des politiques de l&#8217;eau et du changement climatique sensibles au genre&#8221;.<\/p>\n<p>Le groupe de travail a initi\u00e9 l&#8217;identification des lacunes dans la conception des politiques et la cartographie institutionnelle des acteurs et agences impliqu\u00e9s dans l&#8217;acc\u00e8s et le contr\u00f4le des actifs et services li\u00e9s \u00e0 l&#8217;eau. Le secteur de l&#8217;eau est fragment\u00e9 entre les minist\u00e8res, ce qui soul\u00e8ve la question d&#8217;une coordination efficace pour la conception et la mise en \u0153uvre des projets, plans et strat\u00e9gies relatifs \u00e0 l&#8217;eau (y compris la strat\u00e9gie nationale du secteur de l&#8217;eau) et qui n\u00e9cessite \u00e9galement l&#8217;implication d&#8217;un plus large \u00e9ventail de parties prenantes dans le processus. Il est important de noter que ce processus facilitera la conception et le d\u00e9veloppement d&#8217;une vision transformatrice en mati\u00e8re de genre pour la mise en \u0153uvre de politiques d&#8217;investissement dans l&#8217;eau r\u00e9silientes au climat, ainsi que l&#8217;\u00e9laboration de directives pour r\u00e9former et influencer les barri\u00e8res institutionnelles et sociales existantes. Ainsi, les informations collect\u00e9es fourniront les points d&#8217;entr\u00e9e pour identifier et mettre en \u0153uvre des r\u00e9formes au niveau syst\u00e9mique gr\u00e2ce \u00e0 une approche transformatrice en mati\u00e8re de genre au niveau des pays.<\/p>\n<p>Le groupe de travail b\u00e9n\u00e9ficiera \u00e9galement de formations cibl\u00e9es de renforcement des capacit\u00e9s tout au long de la mise en \u0153uvre du WACDEP-G et en fonction des besoins identifi\u00e9s et \u00e9valu\u00e9s, afin de renforcer leurs capacit\u00e9s \u00e0 assurer des r\u00e9sultats durables et aussi de garantir que toutes les parties prenantes op\u00e8rent \u00e0 partir d&#8217;une base de connaissances commune et qu&#8217;elles fournissent des informations coh\u00e9rentes et pr\u00e9cises.<\/p>\n<p><em>Le programme d&#8217;appui AIP WACDEP-G constitue la continuit\u00e9 du programme AIP WACDEP (2012-2019) qui comptait la Tunisie et le Syst\u00e8me Aquif\u00e8re du Sahara Septentrional parmi les pays et bassins b\u00e9n\u00e9ficiaires.
