{"id":3472,"date":"2021-03-03T00:00:00","date_gmt":"2021-03-03T00:00:00","guid":{"rendered":"https:\/\/gwpo-gwp.org\/mediterranean\/news\/programme-aip-wacdep-g-latelier-de-lancement-en-tunisie-discute-des-politiques-de-genre-et-des-besoins-de-renforcement-des-capacites\/"},"modified":"2026-05-08T15:36:18","modified_gmt":"2026-05-08T14:36:18","slug":"programme-aip-wacdep-g-latelier-de-lancement-en-tunisie-discute-des-politiques-de-genre-et-des-besoins-de-renforcement-des-capacites","status":"publish","type":"post","link":"https:\/\/gwpo-gwp.org\/mediterranean\/news\/programme-aip-wacdep-g-latelier-de-lancement-en-tunisie-discute-des-politiques-de-genre-et-des-besoins-de-renforcement-des-capacites\/","title":{"rendered":"Programme AIP WACDEP-G &#8211; L&#8217;atelier de lancement en Tunisie discute des politiques de genre et des besoins de renforcement des capacit\u00e9s"},"content":{"rendered":"\n<p><i>English version below<\/i>.<\/p>\n<p>Le 17 f\u00e9vrier 2021, la Direction g\u00e9n\u00e9rale des ressources en eau du minist\u00e8re de l&#8217;Agriculture, des Ressources hydrauliques et de la p\u00eache, et le GWP-Med, ont organis\u00e9 l&#8217;atelier de lancement en Tunisie du Programme d&#8217;investissement dans l&#8217;eau en Afrique: \u00c9galit\u00e9 des genres dans la s\u00e9curit\u00e9 de l&#8217;eau et le d\u00e9veloppement r\u00e9silient au climat en Afrique (AIP-WACDEP-G).<br><br>L&#8217;atelier en ligne a rassembl\u00e9 plus de 50 participants, repr\u00e9sentant les minist\u00e8res concern\u00e9s, les autorit\u00e9s publiques, la soci\u00e9t\u00e9 civile, les universit\u00e9s et des experts individuels, et a atteint le triple objectif de:<\/p>\n<ul>\n<li>Pr\u00e9sentation des objectifs, de la structure et du plan de travail du programme AIP WACDEP-G aux principaux acteurs impliqu\u00e9s dans les domaines de l&#8217;eau, du climat et du genre en Tunisie.<\/li>\n<li>Sensibiliser \u00e0 l&#8217;approche de transformation du genre en mati\u00e8re de s\u00e9curit\u00e9 de l&#8217;eau et de r\u00e9silience climatique et pr\u00e9senter les r\u00e9sultats de l&#8217;analyse de genre pour la Tunisie qui a \u00e9t\u00e9 men\u00e9e lors de la phase de d\u00e9marrage, qui a identifi\u00e9 les points d&#8217;entr\u00e9e prioritaires pour la mise en \u0153uvre du programme AIP WACDEP-G en Tunisie.<\/li>\n<li>Discuter des interventions pr\u00e9vues afin de mobiliser un partenariat entre les principales parties prenantes qui suivront la mise en \u0153uvre du programme.<\/li>\n<\/ul>\n<p>Les participants ont \u00e9chang\u00e9 sur la mani\u00e8re dont les in\u00e9galit\u00e9s entre les genres dans l&#8217;acc\u00e8s aux ressources sont souvent li\u00e9es \u00e0 l&#8217;acc\u00e8s \u00e0 l&#8217;eau et augmentent de mani\u00e8re disproportionn\u00e9e le fardeau du changement climatique sur les femmes et les filles. Ils ont \u00e9galement discut\u00e9 le niveau auquel les politiques de l&#8217;eau et du climat en Tunisie sont sensibles au genre et ont reconnu la n\u00e9cessit\u00e9 de cibler l&#8217;\u00e9galit\u00e9 des genres au niveau syst\u00e9mique et d&#8217;\u00e9viter que les investissements dans les infrastructures hydrauliques continuent d&#8217;exacerber les in\u00e9galit\u00e9s entre les genres. Des pr\u00e9sentations d\u00e9di\u00e9es sur le contexte tunisien ont servi de base \u00e0 des \u00e9changes anim\u00e9s sur les liens du genre avec l&#8217;eau et le changement climatique et l&#8217;int\u00e9gration du genre dans diff\u00e9rentes politiques, y compris celles du minist\u00e8re de l&#8217;Agriculture et en mettant l&#8217;accent sur les femmes rurales. \u00c0 l&#8217;aide d&#8217;outils interactifs, les participants ont fourni des informations sur les domaines d&#8217;analyse et les points d&#8217;entr\u00e9e qui devraient \u00eatre pris en compte, enrichissant ainsi les conclusions du rapport d&#8217;analyse de genre pour la Tunisie.<\/p>\n<p>Faute de temps, il n&#8217;a pas \u00e9t\u00e9 possible de terminer l&#8217;exercice de groupe sur l&#8217;\u00e9valuation des besoins en capacit\u00e9s pour l&#8217;\u00e9laboration d&#8217;un plan de d\u00e9veloppement des capacit\u00e9s. Cependant, et compte tenu de l&#8217;importance de l\u2019exercice, les participants ont accept\u00e9 de recevoir par courrier \u00e9lectronique les instructions pour l&#8217;exercice et de se r\u00e9unir \u00e0 une autre date pour une br\u00e8ve r\u00e9union consacr\u00e9e \u00e0 l&#8217;\u00e9valuation des besoins en capacit\u00e9s. En effet, la r\u00e9union a eu lieu le 3 mars et a apport\u00e9 une contribution tangible \u00e0 la pr\u00e9paration du plan de renforcement des capacit\u00e9s.<\/p>\n<p><i>Le programme d&#8217;appui AIP WACDEP-G constitue la continuit\u00e9 du programme WACDEP (2012-2019) qui comptait la Tunisie et le Syst\u00e8me Aquif\u00e8re du Sahara Septentrional parmi les pays et bassins b\u00e9n\u00e9ficiaires. Il s&#8217;appuie sur les conclusions du WACDEP, tout en mettant l&#8217;accent sur la dimension de genre, visant \u00e0 garantir que la pr\u00e9paration, le d\u00e9veloppement, la conception, la gouvernance et la gestion des investissements, des institutions et des interventions de cr\u00e9ation d&#8217;emplois en cours et nouveaux dans les infrastructures hydrauliques r\u00e9silientes au changement climatique font progresser strat\u00e9giquement l\u2019\u00e9galit\u00e9 des genres. L&#8217;objectif global est de transformer les in\u00e9galit\u00e9s entre les genres \u00e0 grande \u00e9chelle en promouvant une planification, une prise de d\u00e9cision et un d\u00e9veloppement institutionnel transformateurs de genre pour des investissements dans l&#8217;eau r\u00e9silients au climat en Afrique. L&#8217;AIP WACDEP-G est mis en \u0153uvre sous la direction de la Direction g\u00e9n\u00e9rale des ressources en eau, Minist\u00e8re de l&#8217;agriculture, des ressources hydrauliques et de la p\u00eache, Tunisie, tandis que les trois premi\u00e8res ann\u00e9es de mise en \u0153uvre (2020-2022) sont soutenues financi\u00e8rement par l&#8217;Agence autrichienne de d\u00e9veloppement (ADA).<\/i><\/p>\n<p>&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;<\/p>\n<p><strong>AIP WACDEP-G programme \u2013 Inception Workshop in Tunisia discusses gender policies and capacity building needs<\/strong><\/p>\n<p>On the 17th February 2021, the General Directorate of Water Resources of the Ministry of Agriculture, Hydraulic Resources and Fisheries, and GWP-Med, organised the Inception Workshop in Tunisia of the Africa Water Investment Programme: Gender Equality in Water Security and Climate Resilient Development in Africa (AIP-WACDEP-G).<\/p>\n<p>The online Workshop brought together more than 50 participants, representing relevant Ministries, public authorities, civil society, academia, and individual experts, and achieved the three-fold objective of:<\/p>\n<ul>\n<li>Presenting the objectives, structure and workplan of the AIP WACDEP-G programme to the key stakeholders involved in the fields of water, climate and gender in Tunisia.<\/li>\n<li>Raising awareness on the gender transformation approach to water security and climate resilience and deliberating the results of the gender analysis for Tunisia that was conducted during the inception phase, which identified the priority entry points for the implementation of the AIP WACDEP-G program in Tunisia.<\/li>\n<li>Discussing the planned interventions in order to mobilise a partnership among key stakeholders who will follow up the implementation of the programme.<\/li>\n<\/ul>\n<p>The participants exchanged on how gender inequalities in accessing productive assets and resources are often linked to access to water and disproportionately increase the burden of climate change on women and girls. They also discussed the level to which water and climate policies in Tunisia are gender sensitive and acknowledged the need to target gender equality at the systemic level and avoid that investments in water infrastructure continue to exacerbate gender inequalities. Dedicated presentations on the Tunisian context provided the basis for lively exchanges on the linkages of gender with water and climate change and the integration of gender in different policies, including those of the Ministry of Agriculture and with emphasis on rural women. Using interactive tools, the participants provided input on areas of analysis and entry points that would need to be considered, thus enriching the findings of the gender analysis report for Tunisia.<\/p>\n<p>Due to lack of time, it was not possible to complete the group exercise on capacity needs assessment for the elaboration of a Capacity Development Plan. However, and given the importance of the issue, the participants agreed to receive by email the instructions for the exercise and reconvene on another date for a brief meeting dedicated to the capacity needs assessment. Indeed, the meeting took place on the 3<sup>rd<\/sup> March and provided tangible input for the preparation of the capacity development plan.<\/p>\n<div><hr><\/div>\n<p><em>The AIP WACDEP-G support program constitutes the continuity of the WACDEP program (2012-2019) which had Tunisia and the North Western Sahara Aquifer System among the beneficiary countries and basins. It builds on the findings of WACDEP, while placing emphasis on the gender dimension, aiming to ensure that the preparation, development, design, governance, and management of ongoing and new climate resilient water infrastructure investments, institutions, and job creation interventions strategically advance gender equality. The overall objective is to transform gender inequalities at scale by promoting gender-transformative planning, decision-making and institutional development for climate resilient water investments in Africa. AIP WACDEP-G is implemented under the leadership of the General Directorate of Water Resources, Ministry of Agriculture, Hydraulic Resources and Fisheries, Republic of Tunisia, while the first three years of implementation (2020-2022) are supported financially by the Austrian Development Agency (ADA).<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>English version below.
