A vital water resource extending over <b>1 million square kilometres<\/b> in a highly arid environment, the aquifer system is naturally vulnerable due its low natural recharge. Pressures on water have been increasing over the past three decades with the rise of new industrial agriculture, with <b>water abstraction currently standing at 3 times the aquifer\u2019s natural recharge rate<\/b> (1 billion cubic meters per year). This results in pressures on water and soil quality, leading to a <b>vicious cycle of reduced agricultural productivity and increased energy demand for pumping from deep wells<\/b>. Fragile ecosystems, such as wetlands, are consequently under threat and local populations are exposed to significant vulnerability.<\/p>\n<p><a href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-med-files\/list-of-programmes\/sida-matchmaker\/nwsas-nexus-report\/NWSAS-nexus-en.pdf\" target=\"_blank\"><b><img loading=\"lazy\" decoding=\"async\" style=\"float: right; margin: 15px;\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/nwsas-cover-sm-1.jpg\" height=\"350\" width=\"250\"><\/b><\/a><\/p>\n<p>The report<i> \u2018<a href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-med-files\/list-of-programmes\/sida-matchmaker\/nwsas-nexus-report\/NWSAS-nexus-en.pdf\">Reconciling resource uses: Assessment of the water-food-energy-ecosystems&nbsp;<\/a><\/i><i><a href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-med-files\/list-of-programmes\/sida-matchmaker\/nwsas-nexus-report\/NWSAS-nexus-en.pdf\">nexus in the North Western Sahara Aquifer System<\/a>\u2019<\/i>, underlines the <b>urgency of taking action across borders and sectors<\/b> to address the threats leading to the degradation of the aquifer system. &nbsp;Worldwide, transboundary groundwater resources are commonly not covered by formal cooperation arrangements, yet they constitute important sources of water for drinking and other uses, are susceptible to pollution, complex to investigate and commonly inadequately understood. &nbsp;<b>The NWSAS is a rare example of a cooperation arrangement and data exchange on a transboundary aquifer<\/b>.&nbsp; &nbsp;&nbsp;<\/p>\n<p>Focusing on the interlinkages between <b>energy, water, land and ecosystem resources<\/b>, the new <b>transboundary \u201cnexus\u201d assessment<\/b> analyses <b>cross-sectoral dynamics<\/b> and identifies <b>integrated solution<\/b>s to render resource management more sustainable and efficient. The assessment was carried out under the <b>Water Convention by UNECE<\/b>, <b>Global Water Partnership Mediterranean<\/b> and the <b>Sahara and Sahel Observatory<\/b>, with the support of the <b>Swedish International Development Cooperation Agency<\/b>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/20171130_173146-1.jpg\" height=\"387\" width=\"699\">While sectoral measures, such as improving the efficiency of irrigation, can contribute to alleviating pressures, the nexus assessment provides examples of how <b>cross-sectoral collaboration is the key to provide the highest level of water, energy and food security<\/b>, as well as <b>adaptation in the face of climate change<\/b>. Following a participatory process of consultation with governments and local stakeholders, the report proposes an <b>integrated package of 15 high-priority, cross-sectoral solutions<\/b>. These range from implementing <b>governance changes, <\/b>to adopting <b>economic and policy instruments<\/b>, and investing in <b>infrastructure and innovation<\/b>.<\/p>\n<p>The <b>water-energy-food-ecosystems nexus<\/b> approach provides for the <b>combination of diverse elements<\/b> to address the challenges; for example, it proposes the adoption of new technologies, alongside the reviving and valorization of traditional agricultural practices; and implementing national and transboundary-level strategies, alongside a renewed focus on local resource management.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/nwsas-women-working-in-field-1.jpg\" height=\"387\" width=\"699\"><\/p>\n<p>The analysis emphasizes how <b>strategic partnerships<\/b> and <b>cross-sectoral and transboundary cooperation<\/b> are essential in order to reap maximum societal benefits. For instance, one of the solutions proposed consists of upscaling the use of <b>non-conventional water resources<\/b> using <b>desalination<\/b>, <b>wastewater treatment<\/b>, and <b>drainage water treatment<\/b> or <b>reuse<\/b>. In this context, the <b>concurrent deployment of renewable energy<\/b> \u2013 solar power in particular \u2013 could help create major benefits for both the water and energy sectors. Conversely, lack of water-energy coordination can lead to adverse results: if small scale-solar irrigation were deployed without appropriate water and environmental regulation, pressures from higher water abstraction would increase.<\/p>\n<p>The Nexus Assessment of the NWSAS, informing the report <i>Reconciling resource uses: Assessment of the water-food-energy-ecosystems nexus in the North Western Sahara Aquifer System<\/i>: <i>Part A &#8211; &#8220;Nexus Challenges and Solutions&#8221;<\/i>, was carried out under the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (<strong>Water Convention<\/strong>), applying an assessment methodology developed in its framework, in close cooperation with the <strong>Global Water Partnership Mediterranean<\/strong> and the <strong>Sahara and Sahel Observatory<\/strong> as part of the project, \u201c<strong>Making water cooperation happen in the Mediterranean<\/strong> (Med Water Matchmaker)\u201d, <strong>funded by the Swedish International Development Cooperation Agency<\/strong>. The assessment also built on synergies with the Water, Climate and Development Programme (<strong>WACDEP<\/strong>) of the Global Water Partnership.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/oss_kebili_tunisia-1.jpg\" height=\"600\" width=\"800\"><\/p>\n<p>The nexus assessment included <strong>national consultations<\/strong> and <strong>two transboundary workshops<\/strong>, and was informed by an analysis of the sectoral and inter-sectoral challenges experienced by the different sectors, including though the use of a <strong>novel integrated water-energy-agricultural model<\/strong> for the basin. The NWSAS Consultation Mechanism, established in 2006, has a work programme with a budget, and operates through annual meetings of the water directors of the three
