The two-day Conference <\/span>took <\/span>stock of the outcomes from the Water Policy Dialogues <\/span>that were <\/span>conducted in Jordan, Tunisia and Palestine and discuss<\/span>ed<\/span> the way forward and towards a regional compendium of good practices for effective private sector participation<\/span> and Public-Private Partnerships (PPPs)<\/span>. Furthermore, the Conference capitalise<\/span>d<\/span> on the ongoing work of the PRPI Group for encouraging bankable projects and investments in the water and environment sectors across the Mediterranean. <\/span>T<\/span>he ongoing work of other actors in the region <\/span>was presented and synergies were explored <\/span>so as to strengthen the impact and outreach of results on sustainable financing of water infrastructure, including through private sector involvement.<\/span> <\/span><\/p>\n

\n

Representatives of governments<\/span>, civil society, financial institutions and other organisations working <\/span>in the region <\/span>n<\/span>oted <\/span>the <\/span>need for regional cooperation <\/span>and <\/span>dialogue <\/span>among stakeholders as crucial for achieving integrated water resources management, especially <\/span>in view of <\/span>the rapid <\/span>changes taking place across the Med<\/span>iterranean, and highlighted the importance of g<\/span>ood governance <\/span>for <\/span>sustainable socio-<\/span>economic growth<\/span>, respect for the human right to water<\/span> and <\/span>the enabling environment for <\/span>competitiveness<\/span> and investments<\/span>, which should be enhanced through continuous experience sharing and awareness raising. The contribution of the project in this respect was stressed as well as its impact on mainstreaming cross-cutting issues and gender in particular. <\/span> <\/span><\/p>\n<\/div>\n

The Conference took stock of the developments under the Governance and Finance project<\/span> and the national Poli<\/span>cy<\/span> Dialogue processes as well as recent reforms in the countries involved<\/span> stemming also from the Dialogues<\/span>. <\/span>Moreover, <\/span>National Focal Points under MEDPOL presented recent developments under the SAP MED to combat pollution and EIB\/<\/span>MeHSIP<\/span> representatives gave examples of relevant projects in the region and their socio-economic benefits. Cases of PPPs in the region and the relevant preparation process were presented by representatives from the EIB and the EBRD<\/span> with an emphasis on the socio-economic benefits of related investments<\/span>.<\/span> <\/span>The first day of the Conference closed <\/span>with presentations on the social aspects of investments in the water sector<\/span> including <\/span>elements of <\/span>corporate social responsibility <\/span>(<\/span>CSR<\/span>)<\/span>, g<\/span>ender equality<\/span> <\/span>in <\/span>water resources management<\/span>, the role of civil society institutions and <\/span>water management-related challenges to rural women<\/span> in particular<\/span>.<\/span> <\/span><\/p>\n<\/div>\n

The second day of the Conference <\/span>included presentations on the <\/span>track record and strategy for water investments in the region<\/span> of <\/span>International Financing Institutions, <\/span>the challenges of <\/span>accredit<\/span>ation and access to <\/span>the emerging climate finance framework, on the <\/span>need to create clear linkages across the SDGs <\/span>as well as synergies between climate mitigation and adaptation. <\/span> <\/span><\/p>\n<\/div>\n

In the closing session, a summary of<\/span> the<\/span> key points raised during the Conference<\/span> was provided by the <\/span>organisers<\/span>. F<\/span>or <\/span>effective private sector participation (<\/span>PSP<\/span>) -which <\/span>is distinct from <\/span>privati<\/span>s<\/span>ation<\/span> processes<\/span>– we need efficient <\/span>regulation, fiscal sustainability and stakeholder involvement<\/span>. The enabling environment should be designed <\/span>with consideration to <\/span>the <\/span>national<\/span> and <\/span>regional context<\/span>s<\/span> <\/span>and<\/span> be pro-poor and socially sensitive<\/span>. <\/span>G<\/span>ood cases with replicability potential <\/span>need to be collected and shared, <\/span>as well as <\/span>bad practices that need to be avoided<\/span>. It is important to build s<\/span>tronger linkages <\/span>between <\/span>national <\/span>water strategies and the <\/span>SDG implementation process<\/span>. Countries need to <\/span>capitali<\/span>s<\/span>e<\/span> <\/span>on <\/span>both existing and emerging financing mechanisms, including <\/span>the increasing <\/span>commitment<\/span>s<\/span> to climate action <\/span>from financing institutions <\/span>(<\/span>including <\/span>assistance with accessing funding opportunities) and non-conventional <\/span>sources of financing through <\/span>microfinancing<\/span>,<\/span> the <\/span>bank<\/span>ing sector<\/span>, insurance companies, etc.<\/span> <\/span>To increase the potential for project financing, <\/span>synergies across financiers (IFIs and donors)<\/span> need to be maximized, <\/span>linkages between projects and global <\/span>targets should be clearly identified<\/span>, methodologies for identifying priority \/ flagship projects need to be implemented and policy coherence across the national developmental agenda need to be integrated. <\/span> <\/span><\/p>\n<\/div>\n

The Conference closed with the institutional partners of the two co-<\/span>organising<\/span> initiatives reconfirming their commitment to continue working actively with the countries and at regional level for achieving sustainable financing of water and environmental projects <\/span>and were complemented by requests from additional countries to be involved in the process. <\/span> <\/span><\/p>\n<\/div>\n

The Conference<\/span> formed an integral part of the activities of the Governance & Financing for the Mediterranean Water Sector project, officially labelled under the UfM and jointly implemented by GWP-Med and the OECD. The 2nd Regional Conference of the Union for the Mediterranean (UfM) labelled project \u201cGovernance & Financing for the Mediterranean Water Sector\u201d was organised on 5-6 December 2016, in Tunis, Tunisia, by the Global Water Partnership – Mediterranean (GWP-Med), in close collaboration with the H2020 Pollution Reduction & Prevention Investment Group (PRPI) & National Action Plan process. It convened more than 110 decision makers and representatives of government, civil society, international organisations, donors and financing institutions and the private
