Organized in the framework of the <span style=\"text-decoration: underline;\"><strong>South East Europe 2020 Strategy<\/strong><\/span>, they both succeeded in putting forward its objectives and launching a process under its mandate, to catalyze action for the Nexus approach, as means to enhance integrated and sustainable management of natural resources in the Region and assist towards climate change adaptation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/gwpo-gwp.org\/mediterranean\/wp-content\/uploads\/sites\/12\/2026\/04\/img_1092-1.jpg\" alt=\"\" width=\"380\" height=\"207\"><\/p>\n<p>More than 50 representatives of SEE Ministries competent for Water, Food, Energy and Environment, NGOs and private sector as well as representatives of international and regional organizations and joint institutions &nbsp;participated in the Regional Roundtable on \u201cWater, Food, Energy and Environment Nexus in South East Europe\u201d, held on 9-10 December 2014 in Zagreb, Croatia. Discussions addressed issues related to the integrated management of water, land, energy and the environment. Further, the Roundtable succeeded in enhancing the capacities of institutions and stakeholders involved in the field of Transboundary Water Resources Management (TWRM) by facilitating knowledge exchange and cross-fertilization among policy processes, initiatives and projects.<\/p>\n<p>The dimension \u201cEnvironment\u201d of the SEE 2020 Strategy was acknowledged as an appropriate framework for the introduction and implementation of the Nexus approach at both regional and \u2013SEE Governments &#8211; levels. In this context, the related part of the Regional Programme specifically prepared by the GWP-Med in cooperation with REC under the auspices of RCC,&nbsp; for the operationalization of the Nexus work to be done under dimension \u201cEnvironment\u201d was especially welcome.<\/p>\n<p>The Regional Roundtable was organized by the RCC, GWP-Med and REC, in cooperation with the German Ministry of &nbsp;Environment, Nature Conservation, Building and Nuclear Safety (BMUB), GEF IW:LEARN and the UNECE. Additional financial support was provided within the Environment and Security Initiative (ENVSEC), with funds by the Austrian Development Agency (ADA) and the Ministry for Foreign Affairs of Finland. The Regional Roundtable was organized in the framework of<span style=\"text-decoration: underline;\"><strong> Petersberg Phase II\/Athens Declaration Process<\/strong><\/span>, the <span style=\"text-decoration: underline;\"><strong>UNECE Water Convention <\/strong><\/span>and <span style=\"text-decoration: underline;\"><strong>the Mediterranean Component of the EU Water Initiative (MED EUWI)<\/strong><\/span>.<\/p>\n<p>The <em>Working Meeting on \u201cWater, Food, Energy and Environment Nexus in Southeastern Europe\u201d<\/em> was held back-to-back with the Regional Roundtable, on 11 December 2014, in Zagreb, Croatia. &nbsp;SEE Ministry representatives competent for Water, Food, Energy and Environment evaluated the outcomes of the Regional Roundtable and discussed the potential interest of governments in conducting Nexus Policy Dialogues. Building on the outcomes of the Regional Roundtable, the Working Meeting agreed in principle with the implementation of the Regional Programme under the dimension \u201cEnvironment\u201d describing orientations, partners, capacities and steps for the introduction and implementation of the Nexus approach.<\/p>\n<p>The meeting expressed a positive opinion and asked the RCC to put forward the idea of establishing a Working Group for the dimension Environment by initiating an official consultation with the competent Ministries of the SEE economies.<\/p>\n<p>The Working Meeting was organized by the RCC, GWP-Med and REC, with additional financial support, within the ENVSEC, by the Ministry for Foreign Affairs of Finland and the ADA.<\/p>\n<p>********<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u0391 Regional Roundtable &#038; Additional Material<\/h1>\n        <\/div>\n        <div class=\"c-module__content c-module__content--padded\">\n        <div class=\"s-cms-module-content\">\n            \n  <ul>\n    <li>\n      <span style=\"text-decoration: underline;\">\n        <strong>The Water-Energy-Food Nexus (Nexus)<\/strong>\n      <\/span> approach was introduced in the global natural resources management agenda to facilitate the enhancement of water, energy and food security, while preserving ecosystems and their functions, including under conditions of climate variability and change, by increasing efficiency and productivity of resources, reducing trade-offs, shifting towards more sustainable consumption patterns and improving demand management, building synergies and improving governance across sectors..<\/li>\n  <\/ul>\n  <ul>\n    <li>\n      <span style=\"text-decoration: underline;\">\n        <strong>The \"South East Europe 2020 (SEE 2020) Strategy \u2013 Jobs and Prosperity in European Perspective\"<\/strong>\n      <\/span> is a regional growth strategy developed under the coordination of the Regional Cooperation Council (RCC) Secretariat, upon the request of the governments of the South East Europe Cooperation Process (SEECP) as well as the European Commission. Adopted in November 2013, the \u201cSouth East Europe 2020 (SEE 2020) Strategy \u2013 Jobs and Prosperity in European Perspective\u201d has as its main goal to boost competitiveness and job creation, and underscore the region\u2019s European perspective by achieving high, sustained economic growth and catching up by 2020 with the EU on an integrated, smart, sustainable and inclusive growth, underpinned by good governance. The environment lies among the four policy dimensions of the Sustainable Growth Pillar, measuring progress towards environmental sustainability, resource efficiency and climate change adaptation. The advancement of the Water, Energy and Food nexus approach at national and trans-boundary level lies among the focus points.<\/li>\n  <\/ul>\n  <ul>\n    <li>\n      <span style=\"text-decoration: underline;\">\n        <strong>The \u2018Petersberg Process\u201d <\/strong>\n      <\/span>was initiated in 1998 to provide support for translating into action the current developments and opportunities for future cooperation on transboundary river, lake and groundwater management in the SEE. The \u2018Athens Declaration\u2019 Process was launched in 2003 with the primary aim to assist development of IWRM Plans and related actions in SEE. The joint \u201cPetersberg Phase II\/Athens Declaration\u201d Process facilitates since 2005 the enhancement of cooperation in transboundary basins in the SEE region, with the GWP-Med providing administrative and technical facilitation support.<\/li>\n  <\/ul>\n  <ul>\n    <li>\n      <span style=\"text-decoration: underline;\">\n        <strong>The Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) <\/strong>\n      <\/span>was adopted in Helsinki in 1992 and entered into force in 1996. Almost all countries sharing transboundary waters in the region of the UNECE are Parties to the Convention. The Water Convention strengthens transboundary water cooperation and measures for the ecologically-sound management and protection of transboundary surface waters and groundwaters. The Convention fosters the implementation of integrated water resources management, in particular the basin approach. In 2013, an amendment entered into force allowing accession by countries outside the UNECE region and turning the Convention into a global legal framework.<\/li>\n  <\/ul>\n  <ul>\n    <li>\n      <span style=\"text-decoration: underline;\">\n        <strong>The MED EUWI<\/strong>\n      <\/span>aims to assist developing countries to meet the water-related Millennium Development Goals (MDGs) and Johannesburg (WSSD) Targets. Launched in 2003, it constitutes one of the four geographic components of the overall EUWI. It represents a strategic partnership among stakeholders in the Mediterranean region seeking to make significant progress in poverty eradication, health enhancement and the socio-economic development in the Mediterranean and South-Eastern Europe. It is led by the Greek Ministries of Environment, Energy and Climate Change, as well as of Foreign Affairs, with its Secretariat lying with the GWP-Med.
