After years of dialogue and political effort, a Strategy to tackle the Mediterranean\u2019s most pressing resource challenges in an integrated and coordinated way across sectors and borders has been agreed, and a process for its operationalization has been launched.<\/p>\n\n\n\n

The \u201cStrategy for the WEFE Nexus in the Mediterranean Source-to-Sea continuum\u00a0\u201d, prepared by Global Water Partnership-Mediterranean (GWP-Med), in coordination with UNEP\/MAP-Barcelona Convention<\/a>, the Union for the Mediterranean,<\/a> the EC DG NEAR,<\/a> the WES-BCA Project<\/a>, and the PRIMA Partnership<\/a>, building on work initiated\u00a0 under the Global Environment Facility-<\/a>funded MedProgramme, provides a comprehensive framework to strengthen policy coherence across water, energy, food, and ecosystems (WEFE) sectors while unlocking investment opportunities for sustainability and climate resilience. It enables the mainstreaming of systems thinking and supports integrated governance structures across levels.<\/p>\n\n\n\n

Sustained consultations across regional political processes on the draft Strategy translated into landmark endorsements in 2025. Its adoption by the UfM Regional Platform on Water and the Barcelona Convention’s Conference of the Parties and the subsequent drafting of the Nicosia Accord, which assists the Strategy\u2019s implementation, highlights the high-level political commitment in implementing concrete, financed action to address climate change, pollution, and water scarcity.<\/p>\n\n\n\n

The Mediterranean is one of the world\u2019s most climate-vulnerable regions, where water, energy, food, and ecosystems, the foundations of human well-being, are under increasing pressure. The WEFE Nexus approach enables coordinated action across sectors, helping assess trade-offs, identify synergies, and promote solutions that maximize resource security while respecting the \u201cno harm principle.\u201d<\/a><\/p>\n\n\n\n

At the same time, the Source-to-Sea (S2S) perspective\u2014linking land, watersheds, aquifers, wetlands, coasts, and marine ecosystems\u2014highlights the interconnected flows of water, sediment, biodiversity, and human activity. The Strategy integrates both dimensions, providing a framework suited to the region\u2019s complexity.<\/p>\n\n\n\n

Within this framework, the Strategy offers a framework for integrating policy and management instruments across sectors and spatial components, increasing the capacity to minimize risks and maximize benefits for human livelihoods and socio-economic development across the Mediterranean Source-to-Sea continuum.<\/a><\/p>\n\n\n\n
