You are kindly invited to read carefully the attached Call <\/a>and the ToR <\/a>and submit your offer to procurement@gwpmed.org<\/a>  before the above-mentioned closing date, writing in the email subject line: \u201c61\/2022\/AF Floods <\/b><\/p>\n

In your email you should attach the following two folders:<\/p>\n

A compressed folder \u2013 FOLDER \u0391 \u00abPARTICIPATION DOCUMENTS \u2013 TECHNICAL OFFER\u00bb <\/b>(.zip or .rar) containing the Technical offer<\/a>, the Submission Letter<\/a>, the Solemn Declaration<\/a>, and any other supporting documents.<\/p>\n

2. A password-protected compressed folder FOLDER <\/b>\u0392<\/b> \u00abFINANCIAL OFFER\u00bb <\/b>(.zip or .rar) containing only your Financial Offer<\/a>. The password for opening the password-protected folder with your Financial Offer should be sent to the same email address ONLY <\/b>at the request of the Contracting Authority, which will send a follow up email to all Participants whose Technical Offer has passed the technical evaluation.<\/p>\n

In case the password is sent together with the Financial Offer file, the offer will be rejected.<\/b><\/p>\n

In case the financial offer is not password protected, the offer will be rejected<\/b>.<\/p>\n

Q1: For the companies balance sheets which are in local currencies what is the source for the exchange rate that is it allowed to be used and how should it be considered (e.g. yearly average, etc) for converting local currency to USD?<\/p>\n

Q2: For reference projects provided in other currency than USD what is the source for the exchange rate that is it allowed to be used?<\/p>\n

Q3: Could you confirm that the \u201c5 pages maximum\u201d is for all description of the Approach to the Service\/Work Required?<\/p>\n

A3: Yes. However, there is no limitation to number of pages in Annexes.<\/p>\n

Q4: We understand that the Drin CORDA (EWG and DCG) and GWP will be our main contact for the coordination and validation of our assignment. If we need physical meetings with this entity, where will be the place for these meetings?<\/p>\n

A4: Yes in one of the Drin riparian\u2019s (Montenegro, Albania and North Macedonia)<\/p>\n

Q5: For the stakeholder engagement and consultation tasks, we understand we have to provide the venue and our own costs (for our own experts).  <\/p>\n

A5: Yes - For the stakeholder engagement and consultation tasks please refer to ToR document point 112.<\/p>\n

Do you confirm that the other costs are out of our budget (travel costs, perdiem for the stakeholders, for instance)?<\/p>\n

The existing effective mechanisms of consultation also includes ordinary and extraordinary meetings of the DCG and EWG s, supported by (technical and financial)  the Secretariat (GWP-Med) at least twice per year in different Drin Riaprians (meeting host country) (if not online).<\/p>\n

 Q6: Could you confirm that the indicated workload in the table n\u00b03 \u2013 Tor is a minimum ? We can\u2019t propose less, and if we propose more, we will get additional score?<\/p>\n

A6: It is envisaged number of man days for high skilled experts to perform the tasks. There is no additional score for providing more or less than envisaged (as tasks could be divided by multiple experts). However, numbers of the working days of each experts would be carefully examined and evaluated against role assigned and overall methodology presented<\/p>\n

Q7: from our understanding the Contract Authority (the Employer) is a Greek Entity but the beneficiaries are multi-countries. In case the Consultant will be international, in which Country the VAT and any further applicable indirect tax on the foreign expertise should be paid?<\/p>\n

A7: The contracting authority is a EU (Greece) Based Organization and intracommunity transactions rules apply.<\/p>\n

Q8: Would it be acceptable an authorized translation by accredited translator company with signature and stamp?<\/p>\n

A8: No. The language of this procedure, the tender documents and the offers is English.
