Fifteen years after the signing of the Memorandum of Understanding (MoU) for the Management of the Extended Transboundary Drin Basin, the 10th<\/sup> Drin Stakeholders Conference took place from 2-4 June 2026 in Struga, North Macedonia. Representatives from Albania, Greece, Kosovo*, Montenegro and North Macedonia, together with United Nations, European institutions, international financial institutions, development partners, civil society organizations and regional experts, gathered to discuss and reflect on the progress and the way forward for the basin’s future.<\/p>\n\n\n\n

The Conference marked an important milestone in the evolution of the Drin cooperation process. Established through the Drin MoU in 2011, the process has grown into one of the most advanced examples of transboundary water cooperation in South-Eastern Europe, bringing together riparian countries around a shared vision for the sustainable management of the Basin\u2019s water resources and ecosystems.<\/p>\n\n\n\n

Supported by the GEF-funded project \u201cImplementing the Strategic Action Programme of the Drin Basin to Strengthen Transboundary Cooperation and Enable Integrated Natural Resources Management\u201d<\/em> (GEF Drin II Project), the Conference focused on advancing the implementation of the Drin Strategic Action Programme (SAP) while aligning regional efforts with the Green Agenda for the Western Balkans, the EU Water Framework Directive and the emerging EU Water Resilience Strategy.<\/p>\n\n\n\n

Opening the Conference, His Excellency Mr. Aleksandar Nikolovski, Deputy Prime Minister and Minister of Transport of North Macedonia, highlighted the significance of the cooperation process:<\/p>\n\n\n\n

\u201cThe Drin Coordinated Action process represents an important political, economic and ecological platform for our region, demonstrating that joint work and cooperation are the best ways to sustainably manage our common natural resources. This year marks 15 years since the signing of the Memorandum of Understanding for the Joint Management of the Drin River. The aim is to protect our natural heritage and ensure sustainable development for future generations. In the next phase, negotiations will begin on a joint international agreement for the management of the Drin River. We believe this represents a strong international commitment that will further strengthen the mechanisms for the protection, management and sustainable use of resources in the Drin Basin.<\/em>\u201d<\/p>\n<\/blockquote>\n\n\n\n

During the opening session, representatives of the Riparians reaffirmed their commitment to the implementation of the Drin SAP and to strengthening regional cooperation.<\/p>\n\n\n\n

Ms. Krenare Salihu, Advisor to the Minister of Environment, Kosovo, explained how the fact that countries are meeting shows their shared commitment to a water basin that connects their environment, economies, and people.<\/p>\n\n\n\n

For Kosovo, managing the Drin River basin is a strategic priority and a key part of our regional responsibility. Water does not stop at borders, and the environmental challenges we face, from extreme weather to pollution, require us to work closely together. We believe that political declarations are only as good as the concrete actions backing them up at home.<\/p>\n\n\n\n

She went on to explain that the regional plans can only work if a permanent team and mechanism enforces them across borders. This is why Kosovo fully supports the main goal of this current phase: establishing the formal Drin Basin Commission. A solid, structured body is needed that turns political agreements into daily, practical cooperation. We are ready to work with all of you to finalize the legal agreement and make this Commission a reality well before the current project concludes in 2029.<\/p>\n\n\n\n

Ms. Xhemi Jaupaj of Albania\u2019s Water Resources Management Agency stressed that implementation of the Drin SAP is closely linked to Albania\u2019s national priorities, including integrated water resources management, environmental protection and the country\u2019s European Union accession process. She noted that the SAP provides an important framework for translating shared regional objectives into concrete national action. For Mr. Ylber Mirta, Head of Water Sector, Ministry of Environment and Physical Planning, North Macedonia, the Strategic Action Programme represents the most comprehensive expression of the Drin\u2019s collective vision. It provides a practical roadmap for addressing key transboundary challenges facing the basin, including water quality degradation, biodiversity loss, flood risks, ecosystem deterioration and the increasing pressures associated with climate change. He then went on to stress that what makes SAP particularly significant is that it reflects genuine consensus among the Riparian Parties. It was developed through extensive consultations, technical assessments, and political dialogue. As a result, it balances regional priorities with national needs and creates a framework through which countries can work together while respecting their individual responsibilities and development objectives.<\/p>\n\n\n\n

Mr. Milo Radovi\u0107, Director of the Adriatic and Danube Management Unit at Montenegro\u2019s Water Administration, emphasized that water is not only one of the region\u2019s most valuable natural resources, but also a cornerstone of economic development, public health and quality of life, underlining the critical role of international cooperation in addressing shared challenges.<\/p>\n\n\n\n

Ms. Eva Alexopoulou, Policy Officer, Directorate for International and EU Activities, Hellenic Ministry of Environment and Energy expressed the importance of Drin Coordinated Action as proof of a decade of structured environmental diplomacy and that true sustainability requires a living network of  national and regional authorities.<\/p>\n\n\n\n

Mr. Armen Grygoryan, UNDP country representative mentioned the activities and project that UNDP is performing in the Drin Basin and its sub basins as a supporting project and action to the Drin process, emphasizing the healthy cooperation between implementation agency, executive agency and national institutions in addressing the countries priorities in water management. Mr. Stamatios Christopoulos, Regional Technical Advisor, Regional Hub UNDP stressed that the Drin Coordinated Action is the only platform that has been functioning continuously and all countries have shared ownership of the process. The SAP should not just remain a document but now is the time to apply the activities described therein.<\/p>\n\n\n\n

Ms. Veronica Girardi, Environmental Affairs Officer, United Nations Economic Commission for Europe stated that from the Convention’s perspective, the Drin River Basin is a great example of what transboundary water cooperation can achieve in terms of\u202fknowledge\u202fgenerated and shared, improved\u202fparticipation, and concrete\u202fbenefits\u202ffor people and the environment.<\/p>\n\n\n\n

Representing local authorities, Mr. Kiril Pecakov, Mayor of Ohrid Municipality and President of the Council of the South-West Planning Region, highlighted ongoing efforts to reduce water pollution from both diffuse and urban sources. He noted that the Municipality of Ohrid is implementing concrete measures to improve stormwater drainage infrastructure and wastewater management systems, directly contributing to the protection of the lake ecosystem. He further reaffirmed the commitment of both the Municipality and the South-West Planning Region to strengthening transboundary cooperation for the protection of the Basin\u2019s shared waters.<\/p>\n\n\n\n

The first session of the Conference provided a comprehensive overview of progress in implementing the Drin SAP at both national and transboundary levels, highlighting the central role of the GEF Drin II Project in supporting coordinated action across the Basin. Riparian representatives presented achievements and ongoing initiatives, while breakout discussions focused on three priority areas for future cooperation: the establishment of a Drin Basin Monitoring Programme and improved data management systems, pollution reduction measures, and drought management.<\/p>\n\n\n\n

A dedicated session explored how the EU Water Framework Directive and the emerging EU Water Resilience Strategy can be applied across the Drin Riparians as complementary pathways to strengthen water governance, enhance climate and ecosystem resilience, and advance sustainable water management at both national and basin-wide scales. Drawing on contributions from the European Commission and national authorities, participants identified common challenges, emerging opportunities and priority needs for aligning national water management frameworks with evolving European policy directions. Working groups organized by sub-basin enabled participants to exchange experiences, reflect on lessons learned and articulate shared priorities for future action.<\/p>\n\n\n\n

Particular emphasis was placed on the depollution pillar of the Green Agenda for the Western Balkans, which closely aligns with several priorities of the Drin SAP<\/a>. Discussions focused on how improved wastewater management and treatment, the reduction of nutrient and diffuse pollution, and strengthened monitoring and data-sharing mechanisms can accelerate progress towards achieving good ecological status throughout the Basin. National authorities, water utilities, municipal representatives and technical experts shared experiences and good practices, while plenary discussions helped identify opportunities for coordinated regional action.<\/p>\n\n\n\n

The Conference also dedicated a session to the implementation of the Lake Ohrid Watershed Management Plan as a practical pathway to strengthening water resilience and sustainability in one of Europe\u2019s oldest and most ecologically significant lakes. Discussions examined how advances in scientific knowledge can support transboundary governance reforms and how broader policy frameworks can be translated into locally driven, nature-based solutions that enhance water security and climate resilience across the sub-basin.<\/p>\n\n\n\n

Looking beyond policy development, participants also explored ways to transform priorities identified under the Drin SAP into a pipeline of fundable and implementable projects. Discussions focused on investment planning, project preparation and access to finance, recognizing that achieving long-term environmental and development objectives requires both strong governance and sustained financial support.<\/p>\n\n\n\n

Reflecting on the outcomes of the Conference, Mr. Dimitris Faloutsos, Deputy Regional Coordinator of GWP-Med, stated:<\/p>\n\n\n\n

\u201cThe future of the Drin Basin will be defined not by the challenges we face, but by how we choose to address them together. The 10th Drin Stakeholders Conference marks a new phase in our cooperation\u2014one focused on action `and lasting impact. By joining forces across borders, we are laying the foundations for a more resilient, sustainable and prosperous Basin, where healthy waters continue to support people, nature and development for generations to come.\u201d<\/p>\n\n\n\n

As the Drin cooperation process enters its next phase, the Conference reaffirmed the commitment of the Riparians and partners to deepen cooperation, accelerate implementation of the Drin SAP and strengthen collective action towards a resilient, sustainable and prosperous future for the Basin.<\/p>\n\n\n\n

About the Drin Coordinated Action<\/em><\/a><\/p>\n\n\n\n

The Drin Coordinated Action (CORDA) is the cooperation framework established by the Drin Riparians to implement the Memorandum of Understanding for the Management of the Extended Transboundary Drin Basin, signed on 25 November 2011. Guided by the Drin Core Group, which serves as the multilateral coordination body for the Basin, the process promotes coordinated management of shared water resources and ecosystems. GWP-Med serves as the Secretariat of the Drin Core Group.<\/p>\n\n\n\n

The Drin Strategic Action Programme (SAP), endorsed at ministerial level in April 2020, provides a shared roadmap for addressing key transboundary challenges and advancing sustainable development across the Basin. Its implementation is supported through the GEF Drin II Project (2025\u20132029), funded by GEF and implemented by UNDP in the four project beneficiary areas in partnership with relevant line ministries, Global Water Partnership-Mediterranean and UNECE.<\/p>\n\n\n\n
