The launch brought together participants from national ministries and international organizations, including the Korea International Cooperation Agency (KOICA) and the Food and Agricultural Organization of the United Nations (FAO). The gathering symbolized not only endorsement but a shared sense of responsibility and determination.<\/p>\n<h4 class=\"u-thin\" style=\"text-align: center;\"><img decoding=\"async\" style=\"vertical-align: middle;\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southeast-asia\/wp-content\/uploads\/sites\/15\/2026\/04\/163a8631-scaled-1.jpg\"><strong>Figure 2 Mr. Phonexay Simmalavong, Deputy Director General of the Department of Water Resources at Lao PDR\u2019s Ministry of Natural Resources and Environment (MoNRE) led the event launch. \u00a9 GWP Lao PDR, 2025<\/strong><\/h4>\n<p class=\"u-thin\">&nbsp;<\/p>\n<p>The action plan and framework, developed under the leadership of the Ministry of Natural Resources and Environment Lao PDR (MoNRE) with support from international partners, provide a practical roadmap for managing Lao PDR\u2019s 62 river basins\u2014ranging from transboundary rivers to local watersheds\u2014while addressing the increasing threat of drought.<\/p>\n<p><strong>The preliminary Integrated Water Resources Management (IWRM) Action Plan<\/strong> aims to <strong>strengthen governance, coordination, and data sharing in support of sustainable development.<\/strong> Its development was further supported through the technical assistance of the <strong><a href=\"https:\/\/www.gwp.org\/en\/sdg6support\/\" target=\"_blank\">SDG 6 IWRM Support Programme<\/a> <\/strong>(a collaboration between GWP and UNEP-DHI), ensuring alignment with existing IWRM frameworks and national development priorities. The plan was formulated through an inclusive, multi-stakeholder, and gender-sensitive approach.<\/p>\n<p>Meanwhile, the <strong>Drought Management Framework<\/strong> was developed with technical assistance from the <strong><a href=\"https:\/\/www.droughtmanagement.info\/\" target=\"_blank\">Integrated Drought Management Programme<\/a> <\/strong>(a collaboration between GWP and WMO). It focuses on risk assessments, early warning systems, and sector-based planning across agriculture, forestry, and rural water supply.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><em><strong><img loading=\"lazy\" decoding=\"async\" style=\"vertical-align: middle; margin: 3px;\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southeast-asia\/wp-content\/uploads\/sites\/15\/2026\/04\/whatsapp-image-2025-06-13-at-20.44.33-1.jpeg\" height=\"1280\" width=\"1280\">Figure 3 Vice Minister of Natural Resources and Environment, His Excellency Mr. Chanthanet Boulapha<\/strong><\/em><\/p>\n<p>&nbsp;<\/p>\n<p>The launch was officiated by<b> Vice Minister of Natural Resources and Environment, <\/b><b>His Excellency <\/b><b>Mr Chanthanet Boulapha, <\/b><b>who<\/b> opened the event with a heartfelt call to action.<b> \u201cWater is life,\u201d <\/b>he reminded the audience, <b>highlighting water\u2019s vital role sustaining ecosystem, ensuring food security and shaping the livelihoods and culture of the Lao people.<\/b> Amidst growing climate risks and increasing demand, he urged for<b> strong national coordination and bold implementation.<\/b><\/p>\n<p>Speaking on behalf of <b>WMO, <\/b><b>Mr <\/b><b>Ben Churchill<\/b><b>, <\/b>&nbsp;<b>Director of the WMO Regional Office for Asia and the South-West Pacific,<\/b> commended Lao PDR&#8217;s leadership in tackling water-related challenges. He emphasized that <b>climate change is already intensifying drought conditions globally, with 2024 being the hottest year to date [1] and over 50% of the global catchment areas experiencing below-normal flow<\/b>. He highlighted <b>WMO\u2019s support for Lao PDR\u2019s meteorological and hydrological services, including MoNRO\u2019s Departments of Meteorology and Hydrology (DMH) and Water Resources (DWR) in delivering timely forecasts and water assessments<\/b>. He emphasized <b>that national frameworks like these are crucial tools for informed decision-making and long-term sustainability<\/b>.<\/p>\n<p>Mr <b>Raymond Valiant, Regional Coordinator of GWP<\/b><b>&#8211;<\/b><b>SEA, <\/b>echoed this sentiment, calling the launch a milestone in Lao PDR\u2019s commitment to water security and drought resilience<b>. <\/b>He noted that <b>these plans are more than policy. They are actionable commitments toward inclusive, science-based, and coordinated development. <\/b>He also extended appreciation to MoNRE for its strong leadership and to the CREWS Initiative and development partners for making the effort possible.<\/p>\n<p>This event not only signalled progress in national water governance but also reflected growing momentum for integrated, climate-resilient planning.
