I<strong>n 2023, t<\/strong>he two governments <a title=\"BUPUSACOM Launch \" href=\"https:\/\/www.gwp.org\/en\/GWP-SouthernAfrica\/About-GWP-SAF\/more\/News\/buzi-pungwe-and-save-watercourses-commission-launched-to-oversee-the-management-of-water-resources-within-the-shared-basins\/\">launched<\/a> the Buzi, Pungwe, and Save Watercourses Commission <a title=\"BUPUSACOM \" href=\"https:\/\/bupusa.org\/\">(BUPUSACOM) <\/a>under cooperation agreements aligned with the <a title=\"Protocol\" href=\"https:\/\/www.sadc.int\/sites\/default\/files\/2021-08\/Revised_Protocol_on_Shared_Watercourses_-_2000_-_English.pdf\">SADC Revised Protocol on Shared Watercourses of 2000<\/a>, to spearhead a united response to the challenges that have been intensified by climate change and resource mismanagement.<\/strong>&nbsp;&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southern-africa\/wp-content\/uploads\/sites\/16\/2026\/04\/bupusa-launch-640x300-1-1.jpg\" height=\"300\" width=\"640\"><\/p>\n<p style=\"text-align: center;\"><b><i>The launch of &nbsp;the BUPUSA Commission was officiated by the minsters of water for Mozambique and Zimbabwe and attended by representatives from the Southern African Development Community (SADC) Secretariat River Basin Organizations, International Cooperating Partners and other organizations in the region\u2019s water sector.&nbsp;<b><i>Photo Credit: GEF- BUPUSA Project<\/i><\/b><\/i><\/b><\/p>\n<p>A&nbsp;<a href=\"https:\/\/bupusa.org\/transboundary-diagnostic-analysis-to-unlock-investments-in-the-buzi-pungwe-and-save-river-basins\/\">Transboundary Diagnostic Analysis (TDA),<\/a> Strategic Action Program (SAP), and National Action Plans (NAPs) have since been developed under the <a href=\"https:\/\/www.gwp.org\/en\/GWP-SouthernAfrica\/WE-ACT\/Programmes\/transboundary-investments\/management-of-competing-water-uses-and-associated-ecosystems-in-pungwe-buzi-and-save-basins\/\">Management of Competing Water Uses and Associated Ecosystems in&nbsp;Pungwe,&nbsp;Buzi, and Save Basins (GEF-BUPUSA) project<\/a>, being funded through a USD 6 million grant from the <a href=\"https:\/\/www.thegef.org\/\">Global Environment Facility (GEF)<\/a> and implemented in the basins by the <a href=\"https:\/\/www.iucn.org\/\">International Union for Conservation of Nature (IUCN<\/a>).The <a href=\"https:\/\/www.gwp.org\/en\/GWP-SouthernAfrica\/\">Global Water Partnership Southern Africa (GWPSA)<\/a> is the regional executing partner supporting the two governments.&nbsp;&nbsp;The highly consultative TDA process identified the five key transboundary environmental problems adversely affecting aquatic and terrestrial ecosystems, livelihoods, and socioeconomic conditions to be:<\/p>\n<ul>\n<li>reduced availability of water,<\/li>\n<li><a href=\"https:\/\/bupusa.org\/poor-quality-of-water-increasing-the-burden-on-women-and-livelihoods-in-mozambiques-buzi-basin\/\">deterioration of water quality,<\/a><\/li>\n<li>land degradation,<\/li>\n<li>changes in flow regime, and<\/li>\n<li style=\"text-align: left;\">&nbsp;<a href=\"https:\/\/bupusa.org\/devasting-effects-of-cyclone-ana-in-southern-africa-point-to-need-for-urgent-water-investments-gwp\/\">increase i<\/a><a href=\"https:\/\/bupusa.org\/devasting-effects-of-cyclone-ana-in-southern-africa-point-to-need-for-urgent-water-investments-gwp\/\">extreme climate events<\/a><\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southern-africa\/wp-content\/uploads\/sites\/16\/2026\/04\/cyclone-idai-1.jpeg\" height=\"300\" width=\"640\"><\/p>\n<p style=\"text-align: center;\"><b><i>Residents of Buzi District, in Sofala province, Mozambique, wait on rooftops for rescue teams after Cyclone Idai made landfall in March 2019. Photo Credit: GWPSA, SADC<\/b><\/em><\/p>\n<p><b>Resource Mobilisation<\/b><\/p>\n<p>National Action Plans (NAPS) complement the 10-year SAP, outlining the interventions needed to enhance Integrated Water Resources Management (IWRM) at national levels.<\/p>\n<p>\u201cThe BUPUSA SAP will be endorsed by the ministers of water from the riparian states and its implementation will require ongoing and combined resource mobilisation efforts of multiple role players, including Member States, regional organisations like the Southern African Development Community (SADC) Secretariat, and others,\u201d said Mr. Elisha Madamombe, GEF-BUPUSA Regional Project Coordinator and BUPUSACOM Interim Executive Secretary.&nbsp;<img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southern-africa\/wp-content\/uploads\/sites\/16\/2026\/04\/mr-madamombe-640x300-1-1.jpg\" height=\"300\" width=\"640\"><\/p>\n<p><b><i>Mr Elisha Madamombe, BUPUSACOM Interim Executive Secretary and IUCN-GEF BUPUSA Regional Project Coordinator. Photo Credit: GEF- BUPUSA Project <\/i><\/b><\/p>\n<p>Key to the success of the resource mobilisation drive is the development of resource mobilisation capacity for both the Commission and its Member States. The Commission has identified three major types of funding: grants, loans and national budget allocations. The mobilised resources are expected to support a wide range of activities including institutional strengthening, knowledge management, technical assistance, capacity development, infrastructure development, and socioeconomic development programmes.<\/p>\n<p>The roadmap towards the establishment of the BUPUSA Tri-basin Commission has so far been implemented with financial support from various sources including the Department for International Development (DFID), Federal Ministry of Economic Cooperation and Development (Germany) (BMZ) the Deutsche Gesellschaft f\u00fcr International Zusammenarbeit (GIZ) GmbH, the Foreign, Commonwealth and Development Office (FCDO), GEF, GWPSA, IUCN, the Swedish International Development Cooperation Agency (SIDA), and the United States Agency for International Development (USAID) Resilient Waters Program.<\/p>\n<p>&nbsp;<img loading=\"lazy\" decoding=\"async\" alt=\"\" src=\"https:\/\/gwpo-gwp.org\/southern-africa\/wp-content\/uploads\/sites\/16\/2026\/04\/bupusa-roadmap-2.png\" height=\"441\" width=\"940\"><\/p>\n<p>\u201cThrough the <a href=\"https:\/\/aipwater.org\/\">Continental Africa Water Investment Programme<\/a>, GWPSA commits to join other partners in support of the commission\u2019s resource mobilization efforts and development of the BUPUSA Water Investment Programme\u201d, said Mr. Alex Simalabwi, Executive Secretary \u2013 of GWPSA.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mozambique and Zimbabwe are boldly tackling escalating social, economic, and environmental challenges in the Buzi, Pungwe, and Save River Basins.
