To address this regional challenge, the 6<sup>th<\/sup> SADC Multi-stakeholder Water Dialogue brought together 170 participants. These included Directors in Government Departments of Energy, Agriculture and Water; and other selected ministry representatives including Finance &amp; Economic Planning, Health, and Environment.<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;\"><span style=\"font-size: 12pt; mso-bidi-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-ZA;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">The Dialogue was also attended by representatives from civil society, private sector, International Cooperation Partners (ICPs) and the media to engage on the region\u2019s development challenges by addressing. The audience comprised <\/span><\/span><\/span><\/p>\n<p class=\"MsoListParagraphCxSpLast\" style=\"text-align: justify; margin: 0cm 0cm 10pt 36pt; line-height: normal; text-indent: -18pt; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; mso-add-space: auto; mso-list: l2 level1 lfo1;\"><span style=\"color: #000000;\"><span style=\"font-size: 12pt; mso-bidi-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-ZA;\">&nbsp;<\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">The discussions at the dialogue focused on developing <strong>infrastructure and institutions that can use the current resource endowment in order to grow economies<\/strong>. <a title=\"SADC Remarks_6th SADC Water Dialogue\" href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-saf-files\/sadc-remarks_6th-sadc-dialogue.pdf\" target=\"_blank\">According to the SADC Secretariat Senior Programme<\/a> Officer, Mr. Phera Ramoeloi, it was noted that the nexus perspective provides an opportunity to help the SADC region to apply the Integrated Water Resources Management concept as well as integration and cooperation in the management of water resources for its various uses and demands particularly for energy and food security.<br><br><\/span><\/span><\/span><span style=\"font-size: 12pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><a title=\"Speech by Minister of Mines at 6th SADC Dialogue\" href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-saf-files\/speech-by-minister-of-mines.pdf\" target=\"_blank\">In his opening speech, the Deputy Minister, Ministry of Mines, Energy and Water<\/a>, Hon Charles K. Zulu, who officiated the dialogue as guest of honour on behalf of the Minister, Hon. Christopher Yaluma, emphasized the importance of the interaction in driving development in the SADC region. The Deputy Minister further stated the need for a good understanding of the Water, Energy and Food nexus for the various stakeholders to move from discussion to implementation. A practical example of the nexus in the Kafue Flats, was given in the Deputy Minister\u2019s speech:<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; line-height: normal; tab-stops: 357.8pt;\"><em style=\"mso-bidi-font-style: normal;\"><span style=\"font-size: 12pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">\u201cAs you may be aware, we have a storage reservoir upstream and a hydro-power station downstream of the Kafue flats. In between, we have some of the biggest food producing areas, producing crops such as sugarcane and also livestock. The Water resources in the Kafue Flats are very important to the economic development of the country especially the production of food and hydro-power.\u201d<\/span><\/span><\/span><\/em><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; tab-stops: 357.8pt;\"><span style=\"font-size: 12pt; line-height: 115%;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\"><a title=\"AMCOW Address at 6th SADC Dialogue\" href=\"https:\/\/gwpo-gwp.org\/assets\/legacy\/globalassets\/global\/gwp-saf-files\/amcow-address_-6th-sadc-water-dialogue.pdf\" target=\"_blank\">The keynote speech, delivered by Bai Mass Taal, Executive Secretary, African Ministers Council on Water,<\/a> emphasised the need for the nexus and also highlighted the difficulties in working across the silo structures. In his keynote speech, he noted that:<\/span><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; line-height: normal; tab-stops: 357.8pt;\"><em style=\"mso-bidi-font-style: normal;\"><span style=\"font-size: 12pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">\u201cThe relationships between the sectors are as old as creation itself, but attention on the diverse effects is becoming increasingly critical and evident. This is so because the times are difficult; we are now in a time when we are witnessing escalating demands on these resources due to multiplying populations and rapid urban migrations\u201d<\/span><\/span><\/span><\/em><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; tab-stops: 357.8pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">Through presentations and panel discussions held in the latter part of day 1, the dialogue unpacked the meaning of the nexus approach and what it means for the SADC region \u2013 the following are some of the key issues that came from the presentations and the plenary sessions:<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 36pt; text-indent: -18pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">*<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\"><strong>The nexus approach and IWRM are not mutually exclusive<\/strong><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 36pt; text-indent: -18pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">*<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\"><strong>The nexus approach is a tool and not a dogma<\/strong><strong style=\"mso-bidi-font-weight: normal;\"><\/strong><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 36pt; text-indent: -18pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">*<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-family: Calibri;\">The nexus approach provides the region with an opportunity for <span style=\"mso-bidi-font-weight: bold;\">coherent and well planned development and use<\/span> of water, energy and food resources <\/span><\/strong><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 36pt; text-indent: -18pt; mso-list: l1 level1 lfo2; tab-stops: list 36.0pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">*<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><strong style=\"mso-bidi-font-weight: normal;\"><span style=\"font-family: Calibri;\">Both <span style=\"mso-bidi-font-weight: bold;\">policy and economic instruments (like pricing)<\/span> are important in driving the nexus approach. <\/span><\/strong><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">Day two of the dialogue focused on exploring some examples of how the nexus approach is being implemented at the different scales \u2013 looking at understanding what is enabling this interaction, the challenges and the institutional and policy implications. This was done through case studies at the local and national level, and included presentations on:<\/span><\/span><\/p>\n<ul>\n<li>\n<div class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">&#8211; Local Case Study on the Nexus Interaction in the eThekwini Municipality<br>&#8211; Interactions between water, food and energy in the wildlife sector<br>&#8211; National government and private sector response \u2013 South Africa Water Partnership Network<br>&#8211; Swaziland experience \u2013 Water, food and energy nexus in the sugar industry<\/span><\/span><\/div>\n<\/li>\n<\/ul>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">A panel discussion was held in the afternoon of the second day to better understand the \u201chow\u201d &#8211; how can we make the nexus approach work? What frameworks are needed to make the nexus work? Overall, the dialogue concluded on the following issues:<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">Need to work with <strong>champions at different levels who can drive the nexus <\/strong>(like development planning at the national level and trade at the regional level)<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">For planning and implementation of the nexus there is need to create integrated platforms <strong>working within existing institutions. There is also need to deepen the understanding of how these mechanisms can function <\/strong>at the different levels \u2013 learning from where its working<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">Private sector as a main user of the resource will need to be <strong>engaged actively in the nexus discussion. <\/strong>However, <strong>clear policies and regulations for engagement<\/strong>\u2013 in order to protect the social responsibilities. The meeting recognised the work of the <strong>Water Stewardship Programme <\/strong>being implemented by SADC and GiZ as a sure way of addressing engagement with private sector<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">To be able to drive the nexus approach there is need to look at the <strong>potential of expanding the mandates of regional institutions <\/strong>like the RBOs.<\/span><\/span><\/p>\n<p class=\"MsoListParagraphCxSpFirst\" style=\"text-align: justify; margin: 0cm 0cm 0pt 54pt; line-height: normal; text-indent: -18pt; mso-add-space: auto; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">There is need to <strong>develop clear policies<\/strong> for integrative research on the nexus approach.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>In setting the research agenda there is need to <strong>bring the different sectors and players together <\/strong>from the on-set, <strong>build capacity <\/strong>on integrated research, <strong>build partnerships <\/strong>that will drive the nexus approach, and develop <strong>coordinating mechanisms <\/strong>for research strategy.<br style=\"mso-special-character: line-break;\"><br style=\"mso-special-character: line-break;\"><\/span><\/span><\/p>\n<p class=\"MsoListParagraphCxSpLast\" style=\"text-align: justify; margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-add-space: auto; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">There is need to highlight the <strong>importance of the ecosystem in the nexus approach <\/strong>\u2013 through knowledge sharing and recognising the <strong>role that the environment plays as a user and source of the resource.<\/strong><\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">There is a need to understand the <strong>consequences of interventions in the different sectors<\/strong> &#8211; by looking at the whole system. The nexus should therefore be linked with <strong>climate variability and climate change issues <\/strong>\u2013 in seeking ways the nexus can contribute to building climate resilience.<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 0cm 0cm 10pt 54pt; line-height: normal; text-indent: -18pt; mso-list: l3 level1 lfo3; tab-stops: 164.5pt;\"><span style=\"color: #000000;\"><span style=\"font-family: Symbol; mso-bidi-font-family: Symbol; mso-fareast-font-family: Symbol;\"><span style=\"mso-list: Ignore;\">\u00b7<span style=\"font: 7pt &quot;Times New Roman&quot;;\"><span style=\"font-size: small;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <\/span><\/span><\/span><\/span><span style=\"font-family: Calibri;\">Need to <strong>learn from the development trajectory pathways of emerging markets <\/strong>(like China, Brazil and India) to influence decisions now on how to deal with the nexus issue.<\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align: justify; margin: 0cm 0cm 10pt; line-height: normal; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;\"><span style=\"color: #000000;\"><span style=\"font-family: Calibri;\">The dialogue resulted in commitments to take immediate steps to speed up regional <strong><span style=\"font-size: 12pt; mso-bidi-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-language: EN-ZA;\">integrated planning and implementation<\/span><\/strong><span class=\"adtext\"> of nexus issues.
