Agreg\u00f3 que si hubiese planificaci\u00f3n \u201cno tendr\u00edamos un pa\u00eds que est\u00e1 carente del recurso h\u00eddrico, no se le ha prestado la suficiente atenci\u00f3n, ni se han tomado las medidas preventivas correspondientes\u201d.<\/p>\n<p>A juicio del profesor de la USB, el Gobierno est\u00e1 atento a los per\u00edodos de sequ\u00eda que tiene el pa\u00eds, pero no hay constancia en c\u00f3mo hacer la recuperaci\u00f3n de los embalses. \u201cLa crisis del agua se soluciona con racionamiento, y con medidas de distribuci\u00f3n y si los embalses no son suficientes hay que construir m\u00e1s\u201d, afirm\u00f3.<\/p>\n<p>Los especialistas en materia h\u00eddrica explicaron que por persona se promedia el uso diario de 300 litros de agua, pero en Venezuela hay sectores en donde se usan 500 litros diarios por persona y otras zonas donde la distribuci\u00f3n del agua es inconstante.<\/p>\n<p>\u201cLa repartici\u00f3n tiene que ser m\u00e1s equitativa, y se deben hacer
