GWP Unveils 2026–2030 Strategy: Mobilizing Bold Climate-Resilient Water Investments for a Water-Secure Global Future

全球水伙伴(GWP)正式发布《2026-2030年战略》,以“推进气候韧性水投资转型,助力实现水安全世界”为主题,呼吁各方采取紧急且果敢的行动,填补每年超1400亿美元的水投资缺口,通过规模化投资与创新解决方案,推动水资源可持续保障,为经济发展、公共健康、粮食安全、能源可持续及气候韧性筑牢根基。

In 2025, the intergovernmental Global Water Partnership Organisation (GWPO) and its global network launched the Global Transformation Agenda on Water Investments, with the GWP Strategy 2026–2030 serving as the definitive blueprint for this ambitious initiative. The strategy marks the dawn of an era defined by digitally integrated, citizen-centric, and climate-resilient water governance, outlining a five-year roadmap to advance toward a world with universal water security—consistent with GWP’s mandate as an intergovernmental organization (IGO) with observer status at the UN Economic and Social Council (ECOSOC).

GWP’s overarching vision is a water-secure world, underpinned by a mission to support nations in strengthening the financing, governance, and management of water resources to enable sustainable, climate-resilient, and equitable development. The 2026–2030 strategy is anchored in three mutually reinforcing Strategic Goals—each critical to addressing interconnected global water challenges, and aligned with the Paris Agreement and the 2030 Agenda:

  1. 融资与投资:提升气候韧性水安全领域的融资规模、质量与效率;

  2.  治理体系:完善国家水治理架构,强化水资源及相关领域的跨境合作;

  3. 知识、能力、数据与数字化转型:健全机构与制度体系,提升专业人才能力,扩大数据应用、知识共享与创新实践。

By the 2030 SDG deadline, GWP has set evidence-based, measurable targets:

  • Influence USD 15 billion in climate-resilient water investments and mobilize USD 500 million in innovative financing, enabling at least 30 countries to leverage non-traditional funding streams.

  • Facilitate 150 improvements in water governance policies, institutional frameworks, and financing mechanisms.

  • Support 60 countries in enhancing water data infrastructure to facilitate evidence-based decision-making, while training 500 water professionals (with gender parity—50% men, 50% women).

Central to the strategy is its emphasis on synergistic interdependencies across these goals: robust governance creates an enabling environment for sustainable financing; capacity building ensures effective policy implementation; and increased financial resources reinforce long-term institutional resilience.

Strategic Interventions and Global Frameworks

Targeted, scalable interventions will be deployed through multi-stakeholder partnerships, leveraging digital innovation, advanced water technologies, and AI systems.Key priorities include:

  • Accelerating regional, national, and transboundary water investment programs and project pipelines. 

  • Securing high-level political commitments to elevate water security on global and national agendas.

  • Fostering inclusive partnerships built on mutual accountability and shared objectives.

  • Unlocking innovative blended public-private finance mechanisms to bridge investment gaps.

  • Integrating climate resilience, gender equality, and social inclusion into all water-related initiatives.

The strategy builds on the demonstrated success of the Continental Africa Water Investment Programme and the African Union’s Pyramid of Water Investment Transformation—unveiled at the 2023 UN Water Conference—which outlines a roadmap to mobilize at least USD 30 billion annually for water investments in Africa by 2030. This framework will be replicated to address regional financing gaps in Asia and the Pacific, Latin America and the Caribbean, and Europe, with diversified funding sources including bilateral ODA, multilateral development finance, national budgets, mineral resource taxes, and institutional investors.

Against the backdrop of the narrowing 2030 SDG timeline, GWP’s Strategy 2026–2030 offers a timely, evidence-based roadmap to address one of the most pressing global challenges of our time—demonstrating that with collective leadership, innovative financing, and inclusive governance, a water-secure world is achievable.
