Prof. Bynoe is a Senior Lecturer and current Deputy Dean of the School of Graduate Studies at the University of Guyana. She has a Ph.D. in Geography, a M.Phil. in Environmental Education, a B.A. in Geography, and formal training certificates in Climate Change, Environmental Management, and Community Disaster Risk Management.

His current work focuses on off-grid power systems, hybrid microgrids, smart distribution grids and de-dieselization projects, with operational activities in the Philippines, Indonesia, Singapore and countries in Southeast Asia. Through WEnergy Global and CleanGrid Partners, he has worked on commercially structured energy projects that provide reliable electricity to townships, industrial estates and businesses not adequately served by conventional power systems.
He has over three decades of international experience in infrastructure planning, water management, institutional reform, public-private partnerships and executive management. He has worked in over 80 countries, forging public-private partnerships that combine policy innovation, institutional strengthening, and sustainable investment.
At the World Bank Institute in Washington, DC, he served as Senior Water & Institutions Specialist and Acting Program Manager, leading work on water, energy and institutional development programs in Asia, the Middle East and Africa. His work included the turnaround of water utilities in Indonesia, support to Nile Basin cooperation, and the design of leadership and training programs for senior water-sector decision makers. Earlier, at UNESCO-IHE Institute for Water Education and its predecessor IHE Delft, he held senior program and management roles in water education, institutional development and international partnerships. He led the Partnership for Water Education & Research programme, involving 18 partners from 16 countries, and contributed to the transformation of IHE into UNESCO-IHE Institute for Water Education.
Since 2021, Mr Ramsundersingh has served as Global Member of the Steering Committee of the Global Water Partnership. He is Chair of the Programme Sub-Committee and Vice-Chair of the Nomination Committee. In this role, he brings practical experience from water-sector reform, institutional development and decentralized energy delivery, with an emphasis on moving from policy discussion to implementation that improves services for people, communities and economies.
Mr Ramsundersingh holds a Master of Science in Infrastructure Planning & Management and a Bachelor’s degree in Civil Engineering from Delft University of Technology (the Netherlands). He completed executive education in Leading Change and Organizational Renewal at Harvard Business School (USA) and the Sustainable Development Leadership Program at the University of Cambridge (UK).
Ms. Jaehyang So (“Jae”)
Jae had an extensive career at the World Bank Group, working on sustainable development and finance, including infrastructure, water, urban development, gender, and public private partnerships. As Director, Trust Funds and Partnerships, she led the policy framework for the $45 billion in external funds under management by the World Bank.

As Manager of the Water and Sanitation Program, she led the strategic vision and increased the Program’s capacity through a new business plan process and results-based management.
Jae led the World Bank engagement on the Sanitation and Water for All partnership and developed the World Bank PPI Database, the global industry standard for public private partnerships and investment in infrastructure. She served on the boards of the Global Water Challenge and the Water and Supply and Sanitation Collaborative Council.

The first 25 years were spent in the Ministries in charge of Hydraulics, Rural Development, Energy and Mines, that allowed him to acquire a broad experience in the fields of water resources management, drinking water supply, sanitation, agricultural hydraulics, dams, hydroelectric schemes, electricity production and distribution, public infrastructure management, social negotiation and institutional communication.
The last 10 years as Chair of the Region of Fatick (7 years), then as a member of the National Assembly of Senegal (5 years), have enabled him to capitalize on a rich experience, in particular, in legislation and policies of decentralization, environment, rural development, land use planning, management of basic public services (water, energy, housing), evaluation and control of public policies.
Dr. Hong-Yuan Lee
Dr. Hong-Yuan Lee obtained his B.S from the Department of hydraulic engineering, National Cheng-Kung University (NCKU) in 1978 in Taiwan. Both his M.S. (1982) and Ph.D. (1984) were delivered by the department of civil and environmental engineering, The University of Iowa, U.S.A. Dr. Lee is currently a professor of the department of civil engineering, National Taiwan University.

He is also the visiting professor of Wageningen University, UNESCO-IHE (The Netherlands), Nanjing Hydraulic Research Institute, Hohai University, and China Institute of Water Resources and Hydropower Research (China).
Dr. Lee has won numerous prizes and honours regarding academic accomplishment and research projects, such as Research Project Award, Outstanding Contribution Award, and Outstanding Achievement Award.

Jennifer brings more than 20 years’ experience advising on large‑scale infrastructure and energy transactions throughout Asia. Prior to joining Baringa, she was Asia‑Pacific Infrastructure Leader at PwC and a partner in the Deals Advisory team, where she led the Asia Pacific Infrastructure Advisory Practice. Jennifer has also spent a large part of her career working in the Temasek portfolio companies in power, transport and digital infrastructure. Her experience spans capital markets, strategic and financial advisory, M&A and project development.
Alongside her client work, Jennifer plays an active role in the broader regional ecosystem. She is a Board Member of the Singapore Food Agency, Co-chair of the Industrial Product Council of Urban Land Institute Asia Pacific Chapter and a Nomination Committee Member of the Global Water Partnership, contributing sector insight and governance experience at the intersection of infrastructure, sustainability and public policy.

Ms. Irawati Hermawan is the Managing Partner of Hermawan Juniarto and has more than 25 years experience practicing law. She is recognised as one of the leading lawyers in infrastructure and project finance. Irawati’s clients include international banking and financial institutions, multinational companies, state owned enterprises, and national companies.

Irawati is one of the few lawyers in Indonesia who are experienced in public-private partnerships (PPP) in infrastructure. She has assisted central and local governments in tendering major infrastructure projects.
Her experiences vary from assisting the Government of Indonesia (Ministry of Finance, National Planning Agency and Coordinating Minister of Economic Affairs), to contributing to the regulatory framework on infrastructure. She also assisted with the formulation of Indonesia Infrastructure Finance and the establishment of the Indonesia PPP Unit within the Ministry of Finance in Indonesia.
Irawati is currently active in several organisations such as the Indonesia Chambers of Commerce (as the Head of Committee for International Organisation for Middle East and OIC countries), the Indonesia Transport Society (as vice Secretary General), and the Indonesia Advocates Association (as part of the Foreign Counsel Assessment Committee).
