The Global Water Partnership Organisation (GWPO) invites distinguished and visionary leaders to serve as Global Envoys for Water Investments & Climate—high-level honorary representatives who will lead Strategic Partnerships and Virtual Liaison Offices in priority global cities to champion GWPO’s Transformation Agenda.
This is a voluntary but influential GWPO role for those committed to reshaping the future of global water governance, diplomacy, and investment.
The Global Water Partnership (GWP) is an international global institution with a unique model comprising an intergovernmental organisation, the Global Water Partnership Organisation (GWPO), and a global network of over 2800 partners—the Global Water Partnership Network. GWP’s nearly 30-year legacy includes uniting efforts at all levels worldwide, mobilising and working with governments, development banks, academia, civil society and many more partners to drive water investments that deliver real results.Â
GWPO is the only intergovernmental organisation exclusively focused on water that has a global network of over 2800 institutional partners spanning 180 countries across Africa, Asia-Pacific, Latin America & the Caribbean, Europe, and North America. GWPO is distinct: it is inclusive, action-oriented, and trusted by partners from both government and non-governmental actors, with active partnership agreements with various UN agencies, regional organisations, and financiers.Â
1. Strategic Objective: Advance the Global Transformation Agenda on Water Investments
The world is entering a new era—one defined by climate disruption, geopolitical shifts, and an urgent need to mobilise water investments at scale. GWPO is responding through a strategic Global Transformation Agenda on Water Investments that positions water not only as a development issue—but as an economic, security, and investment imperative.Â
Initiated in early 2025 by GWPO and its Regional Water Partnerships, the agenda includes strengthened partnerships with G20 countries, Multilateral Development Banks (MDBs), global climate finance institutions, the private sector, regional financial and economic institutions, amongst others, to scale climate resilience water investments.It also includes the relocation of GWPO headquarters to the Global South while calling on visionary governments to join the organisation as Sponsoring Partners, an opportunity to renew global water cooperation.
2. The Role of Global Envoys for Water Investments & Climate
As part of its bold Global Transformation Agenda on Water Investments, GWPO is recruiting Global Envoys to support strategic partnerships, high-level diplomatic engagement, and financing for climate-resilient water investments. These Envoys will act as honorary Ambassadors and senior representatives of GWPO, supporting its presence in key geopolitical and financial centers by leading virtual liaison offices (these will not be physical offices, but rather represent the function of the envoys) in:
- Brussels – EU institutions, foundations, and IGOs.
- Stockholm – Nordic governments and institutions.
- New York / Washington D.C. – UN, World Bank, and USA.
- Geneva – UN and global humanitarian/development partners.
- Beijing – China, Japan, South Korea, Australia, and the Pacific.
- Riyadh – Saudi Arabia, UAE, Qatar, and other Gulf States.
The Global Envoys will work closely with the GWPO Executive Secretary/CEO, with support from the Global Secretariat, providing strategic outreach, convening power, and thought leadership across key domains:
3. Key Responsibilities
Representation, Policy Engagement & Advocacy
● Support GWPO engagement with G20 countries, Multilateral Development Banks (MDBs), climate finance institutions, private sector, financial institutions to scale climate resilience water investments
● Mobilise partnerships to support implementation of priority areas of the GWP Strategy on Finance and Investments; Governance; Knowledge, Capacity, Data and Digital Transformation
● Position GWPO within high-level global water, climate, and finance dialogues
● Open direct lines of communication with senior diplomats, ministers, and other influential people and decision-makers
● Represent GWPO at summits, UN meetings, and strategic convenings
● Monitor and influence water, climate, and finance policy trends
● Ensure GWP’s efforts align with major programmes and global partnership
● Represent GWPO in key engagements with potential Sponsoring Partners
● Promote coherence in messaging and approach across water and climate initiatives
● Strengthen linkages with other strategic actors and investment platforms
Fundraising & Resource Mobilisation
● Identify opportunities to mobilise funding and unlock investment pipelines
● Support GWPO accreditation with international climate and finance institutions
● Foster donor relationships and public–private collaboration
Institutional Strengthening
● Position GWPO as a central player in global water investment efforts
● Build alliances and broker partnerships with likeminded stakeholders
● Act as a convenor of dialogues and forums on water and climate investment
4. Ideal Profile
GWPO is seeking Global Envoys for Water Investments & Climate, with the following profile: high-level officials, former diplomats and ambassadors, former heads of UN agencies, global business leaders, or respected thought leaders with:
- Proven diplomatic acumen and international credibility
- Deep networks in government, international organisations, or the private sector
- A strong track record in climate, water, development finance, or global governance
5. Format and Commitment
- Appointed by the Global Water Partnership Organisation (GWPO)
- Voluntary role, with potential for a modest consultancy on a retainer basis where funding allows (approx. 5 days/month)
- No physical office required—liaison work is primarily virtual and strategic
- Appointed based on the profile, network, influence, and alignment with GWP values
6. Duty Station & Reporting
- Based in or near one of the five identified global cities
- Reports directly to the GWPO CEO / Executive Secretary
- Serves as part of the Strategic Partnerships and Diplomacy cluster
