The GWP SAS functions through a General Assembly (GA), a Regional Council (RC), and a Secretariat. The GA meets once in three years at a minimum to deliberate on policies, the regional strategy and programmes. All partners admitted to GWP SAS are the members of the GA.
The Regional Council (RC) consist of two nominees (one female and a male) representing the six Country Water Partnerships (CWPs) of Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. The nominations being approved considering the disciplines, gender, and generational balance. Although the appointments initially were on two-year rotational basis (in 2003), which was changed to three years from 2007 onwards. The Chairperson of the RC is the Head of RC whose being selected from the six countries (the sequence of the rotation was determined by a one-time draw of lots on the establishment of GWP SAS). The country which received the turn would nominate a chairperson either from within its sitting members of RC or from outside. In case the sitting member has been nominated as Chairperson then has to relinquish the RC seat and would be replaced by another member nominated by CWP.
