Ouagadougou, 3 July 2026 – The Global Water Partnership West Africa (GWP-WA) and the Alliance for Climate Innovation and Ecological Action (ACIEA) signed a Memorandum of Understanding (MoU) at the GWP-WA Secretariat in Ouagadougou, marking the beginning of a strategic partnership to promote sustainable water resources management, climate resilience, and digital innovation across West Africa.
The agreement reflects a shared commitment to developing innovative, inclusive, and sustainable solutions to address the growing challenges of water pollution, sanitation, environmental degradation, and climate change in the region.
At the heart of the partnership is the deployment of SAAGDO, a mobile application and management platform designed to strengthen environmental monitoring, citizen mapping, and pollution risk prediction related to water and sanitation. The tool will enable communities to contribute environmental data while providing decision-makers with valuable information to support planning, management, and policy development.
Speaking at the signing ceremony, Dr Amadou Lamine NDIAYE, Executive Secretary of GWP-WA, emphasized the strategic importance of the collaboration:
“The signing of this Memorandum reflects our determination to strengthen the synergies between water governance, digital innovation, and climate action. By combining GWP-WA’s expertise in Integrated Water Resources Management with ACIEA’s innovation capacities, we are creating the conditions needed to develop data-driven solutions that can improve decision-making and enhance the resilience of communities facing growing environmental challenges across West Africa.”
Through this partnership, GWP-WA will leverage its expertise in Integrated Water Resources Management (IWRM), water governance, capacity development, and stakeholder engagement. ACIEA, for its part, will lead the development, management, continuous improvement, and technical deployment of the SAAGDO platform.
The two organizations will collaborate across several strategic areas, including:
- Sustainable, inclusive, and integrated water resources management;
- Disaster risk reduction and climate resilience;
- Knowledge management and information sharing;
- Citizen mapping and digital innovation;
- Monitoring of water bodies and prediction of environmental risks;
- Youth awareness and environmental education;
- Resource mobilization to support joint initiatives.
For Mr Dieudonné ILBOUDO, President of ACIEA, the partnership represents an important opportunity to scale innovative solutions for environmental management:

The partnership is fully aligned with the GWP Network Strategy 2026-2030 and contributes to the achievement of several Sustainable Development Goals (SDGs), including SDGs 6, 11, 12, 13, 15, and 17, which focus on water, sustainable cities, responsible production and consumption, climate action, ecosystem protection, and partnerships for development. By combining their expertise, networks, and innovative approaches, GWP-WA and ACIEA aim to develop practical solutions that strengthen water security, promote evidence-based environmental governance, and build the resilience of vulnerable communities throughout West Africa.
