All branches, member entities and relevant institutions of the Association:
To fully implement the Standardization Law of the People’s Republic of China, the National Standardization Development Outline and other regulatory documents, further strengthen standardization development in the water resources sector, scale up the effective supply of standards, meet the needs of industrial innovation and market development, and advance technological progress and high-quality development in the water resources field, in accordance with the Measures for the Administration of Association Standards of GWP China (for Trial Implementation), the Association hereby launches the project solicitation for 2026 association standard development. Relevant matters are hereby notified as follows:
I. Application Principles
1.Compliance with national laws, regulations and relevant requirements; no overlap or duplication with existing national, industrial and local standards, consistent with the List of Water Conservancy Technical Standard System, with technical requirements no lower than relevant provisions of current national and industrial standards.
2.In line with the arrangements and requirements of the 2026 National Water Conservancy Work Conference. Focusing on water resources conservation, protection, development, utilization, management and innovation of market entities, centering on the research, development and application of new technologies, new materials, new processes, new products and new equipment, catering to actual demands of technological innovation and market development, with the goals of enhancing market competitiveness, promoting technological progress and regulating industrial development.
3.Encourage extensive participation of stakeholders in standard formulation, ensure full consultation and consensus on a wide scale, guarantee the science, applicability and implement-ability of standards, and facilitate effective implementation and promotion of formulated standards.
II. Scope of Application
1.Support the formulation of technical standards in fields covering water resources conservation, protection, development, utilization and management, including water conservation and efficient water use, non-conventional water resources utilization, water pollution prevention and control, aquatic ecological protection and restoration, over-exploitation control and protection of groundwater, flood control and water disaster mitigation, optimal allocation and regulation of water resources, water rights and water market, integrated water resources management, etc.
2.Give priority to supporting innovative development in smart, low-carbon and eco-friendly sectors, including formulation of technical standards for smart water conservancy and digitalization, river basin carbon neutrality and low-carbon water conservancy, intellectual property protection in the water resources sector, transformation and application of scientific and technological achievements, and other related fields.
III. Application Requirements
1.Applications for standard project approval can be submitted by Association branches, member entities, research institutes, universities, enterprises and other institutions. Joint applications by industry, academia, research and end users are encouraged. Lead applicants shall possess necessary conditions for standard development to ensure smooth implementation of projects.
2.Applicants shall be well acquainted with domestic and international industrial development and standard systems in relevant fields, conduct preliminary research on the purpose, significance, necessity, feasibility, scope of application, core technical contents and domestic & international development status of the proposed standards, and complete pre-development preparation work.
3.Proposed projects shall feature mature, reliable and advanced technical contents with confirmed funding sources to ensure timely delivery of work plans.
IV. Application Procedures
Applicants shall fill in the Application Form for Association Standard Project Approval of China Water Resources Strategy Research Association as required, and submit the official sealed PDF scanned copy together with the Word version to the email address: cwrss-tb@iwhr.com. The sealed hard copy shall be mailed to: Block A, China Institute of Water Resources and Hydropower Research, No.1 South Yuyuantan Road, Haidian District, Beijing. A draft standard text shall be submitted together if available
The deadline for this solicitation is June 30, 2026. Eligible institutions may submit applications throughout the year according to the maturity and urgency of standard proposals.
The Association will organize review meetings for project approval in due course. Approved association standard projects will be publicly announced on the official website of GWP China (http://www.gwpchina.org).
