Notice on the Commencement of the Selection for the First Science and Technology Awards of the Global Water Partnership China

To thoroughly implement the national strategy for scientific and technological innovation and to vigorously advance scientific progress and talent development in the water resources sector, and in accordance with the Measures for the Science and Technology Awards of GWP China/the China Water Resources Strategy Research Association (hereinafter referred to as the “Award Measures”), we hereby announce the commencement of the selection process for the 2026 Science and Technology Awards of the China Water Resources Strategy Research Association (hereinafter referred to as the “Water Resources Awards”). The relevant matters are notified as follows:

I. Award Categories and Scope of Nomination

The 2026 Water Resources Awards have “Natural Science Award”, “Science and Technology Progress Award”, “Technological Invention Award, “Outstanding Contribution Award”, and “Young Scientist Award”.

The Natural Science, Science and Technology Progress, and Technological Invention Awards each have three grades: First Prize, Second Prize, and Third Prize. For achievements that entail particularly significant scientific discoveries or technological inventions, a Special Prize may be awarded from among the First‑Prize candidates.

The Outstanding Contribution Award and the Young Scientist Award are not graded. For detailed scope and evaluation criteria of each award, please refer to Chapters 3 and 4 of the Award Measures.

II. Nomination Eligibility and Requirements
The Water Resources Awards adopt a nomination‑based system. Nominators must comply with the relevant provisions of Chapter 5 of the Award Measures.

1 Institutional Nominations
Member units, professional committees, and working committees of GWP China/the China Water Resources Strategy Research Association are eligible to make nominations.

2 Expert Nominations
A group of at least three individual members with senior professional titles (e.g., professor or equivalent) may jointly nominate one achievement or one candidate. Among the three, at least one must be an Academician of the Chinese Academy of Engineering, an Academician of the Chinese Academy of Sciences, or the Chair or a Vice Chair of GWP China. Each expert may participate in only one nomination in the same year.

3 Conditions for Nominated Achievements (or Candidates)

(1) The applicant unit must be a member unit of the Association.

(2) The achievement must have clear and undisputed ownership and must not contain classified information.

(3) For the Natural Science Award, the representative papers (or monographs) provided must have been publicly published for at least two years; for the Science and Technology Progress Award and the Technological Invention Award, the achievement must have been applied in practice for at least two years (as of 31 May 2026).

(4) In the same year, the first three completers may apply for only one of the following awards: Natural Science Award, Science and Technology Progress Award, or Technological Invention Award.

(5) Achievements that have already received, or are currently being nominated for, other provincial (ministerial)‑level science and technology awards are not eligible.

(6) Units or individuals that are under disciplinary action for research misconduct or are still within the penalty period are not eligible to apply.

4 Non‑member units that wish to apply for an award must complete their membership application procedures no later than 10 working days before the application deadline.

III. Nomination Procedures and Material Requirements

1 Public Announcement of Achievements

All nominated achievements (or candidates) must be publicly announced within each completing unit for at least five consecutive calendar days. The announcement shall include the basic information of the achievement/candidate, the list of completing units and personnel, and the main innovative points or contributions. Nominations can proceed only if no objections are raised during the announcement period or if any objections have been properly resolved.

2 Requirements for Submission

(1) Three copies (one original and two duplicates) of the signed and sealed Nomination Form (with the main form and appendices bound together), each bearing the official seal of the applying unit.

(2) An electronic version identical to the paper materials, properly named and packaged, must be sent to the designated email address: cwrss‑jl@iwhr.com.

(3) One original copy of the certificate proving that the public announcement has been conducted within the unit.

IV. Timeline

The deadline for both electronic and paper submissions (the latter subject to the postmark date) is 17:00, 15 September 2026.
Late submissions will not be accepted.

V. Miscellaneous

  1. When making a nomination, the nominator must carefully select the award grade (First, Second, or Third Prize). No changes or withdrawals will be permitted during the review process.
  2. Nominators may request the recusal of experts who could compromise the impartiality of the evaluation, and must provide a written explanation of the reasons.
  3. The Association will promote and disseminate outstanding achievements.
  4. The selection of the Water Resources Awards is free of charge.
