Global Water Partnership – Mediterranean (GWP – Med), legally and lawfully represented by the non-profit society MEDITERRANEAN INFORMATION OFFICE FOR ENVIRONMENT, CULTURE AND SUSTAINABLE DEVELOPMENT – MIO ECSDE announces the present call for the Development of an Erosion and Sediment Assessment and Feasibility Study for Ecosystem-Based Erosion Control Measures in the Bojana/Buna Delta.

EXTENSION OF DEADLINE: 14/09/2026, at 17:00h CET.

You are kindly invited to read carefully the attached Call and ToR and submit your offer to procurement@gwpmed.org  writing in the email subject line: “58/2026/Drin II, before the above-mentioned closing date.

In your email you should attach the following two folders:

  • A compressed folder (.zip or .rar) containing the Technical Offer and the Solemn Self Declaration and any other supporting documents.
  • A password-protected compressed folder (.zip or .rar) containing only your financial offer. The password for opening the password-protected folder with your financial offer should be sent to the same email address ONLY at the request of the contracting Authority which will send a follow up email to all participants that their technical offer has passed the technical evaluation.

In case the password is sent together with the offer file, the offer will be rejected.

In case the financial offer is not password protected, the offer will be rejected.

CLARIFICATIONS

Q1: How is the data availability for coastal processes monitoring? While the need for data is rather high for every modelling activity, I believe that the sediment input and sediment transport model can be performed with the existing local and global datasets. The bottleneck for the project are the coastal meteorological and validation data. Do you already have such a dataset in your database?
A1: No new field monitoring is foreseen under this assignment. The available local data are referenced in the ToR and should be complemented by carefully selected global georeferenced datasets, taking into account the specific characteristics of the low-elevation project area.
Q2: Given the importance of the datasets, and the relatively short time of the project (not possible to perform any monitoring activities) How will the works be evaluated if no data are available.
A2: Meteorological data are limited to one or two stations managed by the Institute of Hydrometeorology and Seismology of Montenegro, with the main nearby station located in Ulcinj. We recognize that the limited availability of local meteorological and historical data presents a methodological challenge. The assignment should be approached primarily from an applied rather than purely scientific perspective, with a focus on identifying feasible actions to prevent and mitigate erosion. The models developed during this phase will provide a baseline for assessing the impacts of future interventions. The final studies should also define appropriate monitoring protocols and indicators, without primary data collection under the present assignment.
Q3: Will it be possible to extend the deadline of the project if we deliver a concept which includes monitoring as well.
A3: The project’s timeline and budget are fixed and cannot be extended.
